Increased driving licence costs and new rules: all the news from 1 November
As of 1 November 2025, the cost of obtaining a driving licence in Italy will increase. New rules include compulsory driving hours and the possibility of obtaining a licence at the age of 17.

Whereas today an examination session costs less and varies according to distance, from November the expense will be the same for everyone - and will be largely passed on to the candidate. Obtaining a B licence will thus cost at least 20 euros more than today. The new Highway Code provides for an increase from six to eight hours of compulsory driving time. In Italy from 2028 it will be possible to obtain a licence at the age of 17.
What changes as of 1 November
As of 1 November 2025, the cost of obtaining a driving licence in Italy will increase, with further charges in the first half of 2026. The changes announced by the Ministry of Infrastructure and Transport (MIT) impact in particular on applicants for category B. Meanwhile, a new feature arrives from Europe: getting a driving licence from the age of 17.
Will increase the remuneration of examiners
After almost forty years, the Ministry of Infrastructure and Transport has revised the regulations on examiner fees. Up to now, the fee is linked to the kilometres travelled between one's home and the driving school where the exam is held. In a few days, however, a fixed reimbursement of 275 euros for each practical exam session will come into force, of which 100 euros will be used to reimburse expenses and 175 euros for overtime for each session of 6-7 candidates. This amounts to an average cost of around 39-40 euros per student, to which other expenses for vehicles and logistics will be added. In the end, the estimated increase in costs for each candidate is around 10-15 euros.
The B licence will cost more
In January 2026, an interministerial decree will also adjust motor vehicle fees, leading to a further increase: obtaining a B licence will thus cost at least 20 euros more than today, with variations depending on the city and the fees set by individual driving schools.
More compulsory driving hours
On the compulsory driving hours front, the new Highway Code envisages an increase from six to eight hours, to be completed with a licensed instructor and cars with dual controls. Lessons include practice on motorways, main roads, secondary roads, and night driving. Considering that rates vary between 40 and 60 euros per hour, the minimum charge for compulsory lessons will rise from the current approximately 300 euros to over 400 euros.
