Mums and dads, here comes the proposal

From the concessions for public car parks with photovoltaic coverage to the revision of the system of supervision of cooperatives, passing through the new rules on the protection of the language of the Romanian populations in the national territory and the institution of the National Mother's and Father's Day. It is a menu with ingredients of various kinds that offered by the new stream of 46 bills deposited in the last three weeks in Montecitorio and Palazzo Madama by deputies and senators. And even on this occasion, the promoters include group leaders or other bigwigs of the political forces present in Parliament. This is the case of the text presented to the Chamber by the leader of the M5S, Giuseppe Conte, on the incompatibility and incandidability of MPs and members of the government to the office of member of the European Parliament. From Nicola Fratoianni (Avs), on the other hand, came a bill containing provisions to mitigate the effects of rising interest rates on mortgages taken out for the purchase or construction of primary residences. But the group of 'new proposals' also includes a bill that in the Senate bears the first signature of Mariastella Gelmini (Misto-Iv) on urban regeneration policies, programmes and interventions and another bill promoted by the president of Fi senators, Maurizio Gasparri, on the establishment of a day in memory of the Marocchinate.

In total, more than 3,000 texts have arrived in Parliament since the start of the legislature, including those from the government, citizens' initiatives, regional initiatives and the Cnel. The proposals formulated by deputies and senators have exceeded 2,600. Of this flood of 'articulations', almost 1,600 have been assigned to the competent Commissions for examination but are in fact still at the pole, while those yet to be assigned number 474. Effectively 'en route' in the Commissions in Montecitorio and Palazzo Madama there are no more than 422 bills, another 29 are under consideration or about to arrive in the Chamber.

Among those awaiting consideration is the text filed by Fdi senator Lavinia Mennuni to establish a national Mother's Day and also a Father's Day. The aim of this initiative is to highlight, protect and enhance the two 'irreplaceable' figures, mother and father, 'the foundation of every family and equally irreplaceable in the development of children'. But the senators are not only looking at family values. For example, a bill presented on 18 April at Palazzo Madama by Antonio Salvatore Trevisi of the M5S has been assigned, which aims to encourage the concession of public parking spaces to allow the exploitation of surfaces exposed to the sun with the production of energy from solar sources. The text envisages the possibility of requesting, in open-air car parks with a surface area greater than 1,500 square metres, the installation of canopies or shelters, no less than three metres high, equipped with screening systems that integrate solar energy production devices.

Also in the Senate, a bill has taken shape, with the first signatory Paolo Tosato, a Lega Nord member, entrusting the government with a proxy to revise the system of supervision of cooperatives. Also from the Carroccio, but in Montecitorio, came a proposal by Francesco Bruzzone to amend Law No. 482/99 'on the protection of the language of the Romanian populations in the national territory'. Another text from the League, signed by Jacopo Morrone, aims to establish a Guarantor Authority for the protection of crime victims.

Parliament's pressure on healthcare is intense. Among the various proposals is the one deposited in the Chamber of Deputies by Elena Bonetti (Azione) with 'provisions for the financing of the standard national health requirements to which the State contributes, the reduction of waiting lists, as well as on the subject of personnel in the National Health Service and the entry into force of reference tariffs for outpatient specialist and prosthetic care services'. A text by the M5S (first signatory Andrea Quartini) introducing provisions on the financing, organisation and functioning of the National Health Service has also been assigned to the Montecitorio Commission.
