Naples, the 'Osservatorio Periferie' is created to monitor and coordinate interventions

An Observatory on the Suburbs to extend and coordinate interventions. It was established by the Prefect of Naples, Michele di Bari, at the Prefecture. The regional Observatory on the peripheries was conceived as the territorial articulation of the Ministry of the Interior's National Observatory as per Decree-Law no. 123 of 15 September 2023 on 'Urgent measures to combat youth distress, educational poverty and juvenile crime'.

The body, chaired by the Prefect, includes the Director General of Social Policies of the Campania Region, the Deputy Mayor and Councillor for Urban Planning of the Municipality of Naples, the Attorney General of the Republic and the President of the Court of Appeal, the Public Prosecutor at the Juvenile Court, the Honorary Juvenile Judge of the Juvenile Court of Naples, representatives of the Police Headquarters, the Provincial Command of the Carabinieri, the Provincial Command of the Guardia di Finanza, the representative of the Ministry of Enterprise and Made in Italy, the Interregional Superintendent for Campania, Molise, Apulia and Basilicata, the director of the Regional Secretariat of the Ministry of Culture for Campania, representatives of the Regional School Office for Campania of ANCI Campania, the Italian Episcopal Conference, CGIL, CISL, UIL,ANCE Campania, ISTAT, the Third Sector Forum, Confcommercio, Confesercenti, and the Observatory on Occupational and Environmental Diseases. All these subjects will be joined from time to time by others, both public and private, interested in the phenomena being studied and analysed.

The regional observatory will perform support functions to the national observatory on peripheries, guaranteeing a permanent presence at territorial level and ensuring the operational connection between central institutions and local realities.

In this regard, it will collect socio-economic and demographic data, analyse situations of exclusion and marginalisation, and monitor the evolution of conditions in peripheral areas, particularly in the largest and most populous centres, also with respect to the presence of petty crime and juvenile deviance phenomena.

This monitoring activity will have to be extended to the initiatives planned or in progress at each 'periphery' and to the relative financial availability, verifying their impact, also in order to identify 'best practices' and detect any criticalities that - on the basis of specific indicators - require systemic actions, through the integration of national measures with local interventions.
