New Irpef cut in manoeuvre, Forza Italia pressing. The hypothesis of a decree-law has emerged

The goal remains firm: cutting Irpef to support the middle classes. But it is not certain that the resources that will come from the concordato bis will go directly into the manoeuvre for an intervention on this front. With 20 days to go before the deadline to join the measure, the government, in fact, is already reasoning about the possible revenue. We have moved the bar forward," recalls Deputy Minister Maurizio Leo, "because we have reopened the deadline for the concordat, set for 12 December: we hope that there will be additional revenue that will be put at the service of the middle class rate reduction.

But if the resources should not be sufficient, the idea that is emerging is that of putting hand to an ad hoc decree in the early days of the year. It remains to be seen whether a hypothesis of this type can satisfy the majority parties, Forza Italia in primis, which has among other things presented and signalled an amendment to cut the second tax bracket to 33% and extend the number of people up to 60,000 euro. Meanwhile, very close to the finish line seems to be the re-proposal of the postponement and instalment of VAT payments on account.

Fund for changes in Parliament stuck at 120 million

The political forces are sharpening their weapons in view of the examination of the amendments, but they are also refining their demands while also working on the treasury, which was the subject of meetings between the government and the majority today. The fund for parliamentary amendments remains firm at 120 million, it remains to be seen how the division between the various political forces will be. In the meantime, the groups are proceeding with the signalled amendments, which will then be skimmed into the super-signalled with a ceiling of around 250 proposals.

FdI renounces parity bonus

At the moment, however, the limit of 600 is already exceeded with over 800 proposals. However, these do not include the EUR 1,500 voucher forparish schools proposed by FdI, although Noi moderati insists on introducing a similar mechanism: the measure would not have the support of the premier's party anyway.

The reported amendments on pensions

Prominent among Fratelli d'Italia's suggestions is the reopening of the six-month period for choosing whether to transfer severance pay to pension funds with the silence-consent mechanism. On pensions, the League is also insisting on giving employers the possibility to use company bonuses to facilitate exits. FI returns to the raising of the minimum wage and the cancellation of the rule on the Mef controllers. On the other hand, it does not mention the priority to young couples with the goal of marriage for the first home loan fund. Both the League and FdI ask among the reported to restore the funds for the Metro C. Also from the League comes the proposal to change the limitations for access to the flat tax for pensioners and employees on which Deputy Minister Leo does not close. Just as closed would be the matter of a further scrapping.

The ministries' proposed changes

.

To the parties' demands on the manoeuvre, meanwhile, are added those of the ministries. The proposals that are arriving on the table are numerous and the request to make a synthesis has therefore been triggered. The objective - according to what has been explained by majority sources - would be not to exceed some twenty amendments. Among the requests there would also be that of funds to Defence - including the NATO forces - and for international missions as well as the Mimit is aimed at premium IRES. The Mur, at the behest of Minister Anna Maria Bernini, would be calling for the exclusion of universities from the rule requiring public bodies to return to the State the savings due to the lack of turnover.

Rai licence fee cut in the tax decree

Matteo Salvini, meanwhile, also insists on the extension of the cutting of the Rai licence fee. The proposal is the subject of an amendment to the tax decree, which should go to a vote in the coming days. Forza Italia has already said it is against it and even from the sides of FdI some doubts are emerging. The examination of the decree, by the way, has so far proceeded somewhat hiccuously with new amendments tabled by the rapporteurs and the government.
