Cabinet meeting announces new measures on AI in universities and public research bodies

The provisions proposed by the Minister for Universities, Anna Maria Bernini, which have been included in the AI decree to be examined this afternoon by the Council of Ministers, aim to strengthen the higher education and research system in the field of artificial intelligence. In particular, according to information obtained by ANSA, the provision (Article 43) on AI training in universities, public research bodies and AFAM institutions seeks to enhance the role of researchers and university lecturers in scientific outreach, literacy and professional training in the field of artificial intelligence.
Minimum training content
Article 44, on the other hand, introduces minimum educational requirements that call for the inclusion, in scientific subjects, of ethical and legal elements and, in humanities subjects, of technical elements relating to the development and use of artificial intelligence systems. The aim is to ensure technical understanding, informed use — including from a legal perspective — and the correct interpretation of the results produced by these systems, in terms of predictions, content, recommendations or decisions. To support this process, a reward scheme linked to the quality of the educational provision is envisaged.
Higher education and research
Article 45 enables the infrastructure and expertise of the higher education and research system to be utilised within the national artificial intelligence governance ecosystem, by establishing mechanisms for collaboration with the relevant authorities. Provision is made for forms of collaboration that enable the deployment of researchers, through temporary mobility schemes and professional incentives, as well as the use of infrastructure.
