Non-EU labour, boom of places for former seasonal workers. Veneto leads the way
Exclusion from the quotas set by the flow decrees has pushed up permit conversion requests: more than 24,000 in 2025
The exclusion from quotas and click day has led to an increase in applications for the conversion of permits of stay issued to non-European citizens for seasonal work into permits for employment. According to data provided by the Ministry of the Interior to theMonday edition of Il Sole 24 Ore, applications in 2025 totalled more than 24,000, almost five times the 5,000 places that had been made available by the three-year flows decree 2023-2025 (Dpcm 27 September 2023) before, at the end of 2024, decree law 145 cancelled both the obligation to go through the click days (applications can be submitted at any time of the year) and the quotas.
In fact, 2025 was the first year in which conversion applications were not subject to the annual numerical ceilings. And it was this liberalisation that prompted the applications: in 2024 there were in fact 8,000, compared to the 4,000 planned for that year.
Channels without click day
There are three other ways for non-EU citizens to work in Italy without going through the cumbersome click day mechanism. Firstly,training abroad, excluded from quotas and click days by the Cutro decree law (Decree-Law 20/2023). The projects approved by the Ministry of Labour involve more than 7,000 people, 91 courses have started and 3,567 workers have already participated. However, difficulties remain in the entry procedure in Italia, which sometimes takes a long time.
The Cutro Decree also eliminated quotas and click days for the conversion of study permits into permits for employment or self-employment.
No click day also for nanny caregivers of the elderly over 80 and of disabled persons (Decree-Law 145/2024) and for baby sitters of children up to six years of age (Decree-Law 146/2025). For these figures, 10,000 extra annual posts have been provided for each of the years 2025 to 2028.
