Non-self-sufficient elderly bonus, from requirements to arrears: here are the Inps clarifications

In order to obtain the Universal Benefit dedicated to the non-self-sufficient elderly, one must be at least 80 years old, have a very serious assistance need ascertained by INPS, a social-sanitary Isee not exceeding 6,000 euro, and be entitled to (or qualify for) an accompaniment allowance. This is what the social security agency clarified in its message 1401 of 5 May. Two payments are envisaged. The fixed quota, paid in the same way as for the accompaniment allowance, and the supplementary quota: the latter is the assistance allowance up to 850 euro, paid separately. In order to obtain the arrears of the allowance, the beneficiaries must send, within 30 days from the communication of the acceptance of the application, the documentation of the expenses incurred (pay slips or invoices), following procedures that will be communicated by the Inps in a forthcoming message. Started in January, this support is expected to last until 31 December 2026. The objective of this measure is to support autonomy and encourage home help, supplementing the accompaniment allowance with a care allowance of up to 850 euros per month.
The Isee check
.Applicants for the benefit must therefore be in possession of an ordinary (non-restricted) socio-sanitary ISEE certificate, not exceeding EUR 6,000. For the months of January 2025 and February 2025 only, in the absence of a valid sociomedical Isee, it is possible to refer to the one expiring on 31 December 2024. From March 2025 the beneficiary must have a valid Isee for 2025, otherwise the benefit will be suspended. In case of suspension of the benefit, the payment will be regularly disbursed again, with retroactive effect, from the moment the applicant submits the new Dsu and in the presence of an Isee certificate not exceeding 6,000 euro, valid for 2025, without prejudice to the existence of the other requirements to access the benefit. If the new Dsu results in an Isee certificate exceeding €6,000, the benefit is forfeited as from March.
The information in the liquidation measure
.With the settlement measure, the applicant is notified of the commencement date of the benefit and the amount of the instalment relating to the current assistance allowance, as well as the amount of any arrears due, relating to the period from the month in which the benefit commenced to the month prior to the commencement date of the current payments. The Inps clarifies that the release of this feature, which is currently being implemented, will be communicated in a subsequent message from the social security agency.
