Occupational diseases grow, accidents remain stable

In the annual report, 593,000 injuries were reported in 2024, a slight increase over the previous year, due to the growth in student claims

The number of accidents reported to Inail was 593 thousand in 2024, a slight increase on the previous year (+0.4% compared to 590 thousand in 2023). This increase was due to the growth in student complaints, which rose to 78 thousand (+10.5% compared to 71 thousand in 2023), of which 2,100 were for accidents occurring in Pathways for Transversal Skills and Orientation (Pcto), after free Inail protection against accidents in schools was introduced from May 2023. With regard to workers, on the other hand, there was a 1% drop in reported accidents, which fell from 519 thousand to 515 thousand.

Incidents on the road are increasing

In the annual report illustrated in Rome by the president of Inail, Fabrizio D'Ascenzo, in the presence among others of the President of the Republic Sergio Mattarella and the Minister of Labour Marina Calderone, pfor workers, complaints on the occasion of work in 2024 mark a decrease compared to the previous year: -1.9% (from 421,533 to 413,517). Reporting the number of reported accidents at work to the number of people employed by Istat, the value for 2024 stands at 1,728 cases of accidents per 100,000 employees, lower than both the previous year (1,788) and 2019 (1,987)

 In contrast commuting accidents - from home to work or vice versa - increased: +3.1% (from 97,939 to 101,000). 22.8% of the accidents reported in 2024 (117,000) occurred "outside the company", i.e. "on the occasion of work by means of transport" or commuting: the highest value of the five-year period both in absolute terms and as a percentage of the total.

The highest number of work-related deaths in construction, transport and storage

There were 1,202 reported fatal cases, one more than in 2023. Thus, more than three deaths per day continue to be recorded. For workers, there were four fewer deaths, from 1,193 to 1,189, while the 13 fatal cases reported among students were five more than the eight in the previous year, including one in the Pathways for Transversal Skills and Orientation (Pcto). For fatal cases in 2024, compared to 2023, there was a decrease in the number of complaints on the occasion of work (-3.5%, from 918 to 886) while those on the way to work increased (+10.2%, from 275 to 303). 42.3% (503) of the cases occurred 'outside the company', a lower incidence only than in 2022 (45.7%). If we relate the number of fatal accidents at work to the number of people employed by Istat, the value for 2024 stands at 3.70 deaths per 100,000 employees, lower than both 2023 (3.89) and 2019 (3.90).

In terms of fatalities, Industry and Services is the management with the highest number of accidents (86.1%), followed by Agriculture with 12.8% and the State account with 1.1%. The 32 fewer fatalities than in 2023 (-3.5%) concern Industry and Services (-11), Agriculture (-15) and the State Account (-6).

The sectors with the highest number of work-related deaths in 2024 are Construction (182 cases, 13 fewer than in 2023), Transport and Storage (132, one case more) and Manufacturing (118, same as in 2023). In Health and Social Care, the 20 deaths in 2024 compare with 18 in 2023 (in 2020, during the most acute phase of the pandemic, there were almost 200 reported victims).

Continue to increase occupational diseases

The growth in occupational disease reports continued, reaching 88 thousand, the highest figure since the three-year period 1976-1978, an increase of 21.8% compared to almost 73 thousand in 2023. The increases recorded almost uninterruptedly since 2000, as a result of greater information on insurance coverage and the expansion of recognisable pathologies, only came to a halt in 2020 when, due to the Covid-19 pandemic, the number of illnesses reported was around 45 thousand. The reports concerned illnesses and not sick persons, which amounted to about 58,000, an increase of 18.7 per cent compared to almost 49,000 in 2023. Several complaints may be registered for a single worker suffering from several illnesses.

Prevention: around EUR 4.1 billion for over 43,000 projects since 2010

The instrument for prevention is the Isi call for proposals, through which the Institute has made available some EUR 4.1 billion in non-repayable funds since 2010 for more than 43 thousand projects to improve health and safety levels in the workplace. The 600 million in 2024 is the highest amount allocated in the 15 editions of the initiative. The areas of intervention involve micro, small and medium-sized enterprises, favouring the adoption of organisational and social responsibility models, the purchase of innovative and safer machinery, the valorisation of the most representative sectors of Italian-made products, and asbestos abatement interventions.

In 2024, almost 30,000 companies benefited from the reduction in the premium rate for prevention, for a total of more than 197 million euros, for measures to improve health and safety conditions in the workplace, in addition to those required by law. A result that, according to president D'Ascenzo, 'confirms the effectiveness of the synergies promoted by INAIL with social partners, other public institutions and the production world for increasingly integrated, accessible and sustainable safety'.

The four lines of intervention

According to D'Ascenzo,Inail's contribution to the country in 2024 took the form of interventions based on four fundamental guidelines the disbursement of funding for companies that invest in safety; the reduction of insurance premiums for the benefit of companies that carry out interventions to improve health and safety conditions, in addition to those required by law; initiatives aimed at raising the levels of information, training and culture of prevention; and the development of technological innovation in the field of workplace health and safety to be transferred to the production world, such as the implementation of control platforms based on artificial intelligence or the use of robots or drones to carry out hazardous work activities. Or, again, the implementation of organisational and management models whose production processes take into account verifiable and certifiable prevention.
