Off-site workers, students and families: who will access housing under the housing plan
Income and nationality thresholds for new affordable housing: the map of those eligible

Families with an Isee of more than 20,000 euro (i.e. above the income limit required to access social housing), but who are still unable to afford free market prices. Off-site workers to whom the employer pays for accommodation. But also seasonal workers and university students.
The part of the Piano Casa dedicated to subsidised housing already has a very precise list of recipients, in the folds of the measure on which Prime Minister Giorgia Meloni worked in person with the contribution of Deputy Prime Minister Matteo Salvini, Minister Tommaso Foti and the Undersecretary to the Mef Lucia Albano. The requirements of the decree, in short, are very defined, starting with those on nationality: the accommodations will be intended for Italian citizens, Europeans but also non-EU citizens as long as they have, as obvious, a residence permit for work activity.
The general stakes
Investment in subsidised building - it is worth remembering - is the third leg of the housing plan, the one that will give a central role to private individuals, in line with the proposals launched by Confindustria. The private sector's interventions will have to be of a considerable size: in order to access the decree's special rules (with procedural and town-planning simplifications), it will be necessary to exceed the threshold of one billion euro in investments.
A commissioner will supervise and facilitate the progress of these works. And, in order to ensure their economic-financial sustainability, different functions will be mixed, including free and subsidised building: 70 per cent of these investments, however, will have to be dedicated to renting and selling, respectively at a regulated rent or price. Translated: it will be necessary to keep at least 33% below market levels, as measured by the Osservatorio Omi of the Agenzia delle Entrate or through an agreement with the various municipalities involved in the operations.
Family limits
But who will be the recipients of the work? The decree says this very precisely, in several passages, even if it defers the indication of some detailed stakes to a subsequent provision. The main target is, of course, families. At the top of the list of priorities is the construction of 'residential units intended as a main home'. To apply for these properties, it will be necessary to demonstrate an economic and patrimonial condition with an Isee higher than the limits set for access to social housing: in other words, it will be necessary to be above the threshold of 20-22 thousand euro of family income.
