The UN rejects the US plan for food aid to Gaza, underlining concerns about transparency and independence of distribution.

On 8 May 2025, in a speech before the UN Security Council, the US envoy for the Middle East, Steve Witkoff, outlined a major new initiative for Gaza, the Gaza humanitarian foundation (Ghf): a fund to bring aid back to the Strip through a transparent, independent and neutral logistical structure.

The 14-page document obtained by Ynet envisages the establishment of four distribution centres for 300,000 people each.

According to the US plan handed over by Witkoff to the UN during a closed-door meeting, the distribution will take place 'through secure logistical channels, without any military presence (the IDF will not be present in the distribution centres, but coordination is planned to ensure humanitarian access) and under the direct supervision of independent security teams'.

The aid, food parcels, hygiene kits, medicines and water, will be distributed according to need and without discrimination.

The foundation plans to provide a food parcel for Palestinian families worth USD 65, containing 50 full meals, delivered directly to citizens at risk.

Each centre will serve up to 300,000 people, thus covering in a first phase 1.2 million inhabitants, with the possibility of expansion up to 2 million.

At the helm of the foundation are experts with extensive experience in humanitarian operations and financial systems. Members of the board and executive team include Nate Mook (former CEO of World central kitchen), Jake Wood (founder of Team Rubicon) and David Beasley (former director of the UN World Food Programme).

The audits will be entrusted to a leading global auditing firm, with legal support from a firm specialising in international and humanitarian law.

The document emphasises that the initiative comes in the face of growing concerns in the international community about the diversion of aid by armed groups, illegal sales in black markets and a lack of transparency on the part of local authorities.

Although Ghf is an American foundation, it wants to distinguish itself from any political or military body.

UN rejects US proposal for aid to Gaza

Diplomatic representatives of the Security Council strongly criticised the proposal, in the context of global accusations that Israel is deliberately starving the population of Gaza. The US envoy countered by emphasising that the aim is to prevent aid from ending up in the hands of Hamas.

The United Nations and several humanitarian organisations oppose the plan and refuse to cooperate.
