Paper identity cards are not valid for travel abroad. Ministry of the Interior: the format of the provisional document is currently being finalised
Unlike an ordinary document that is due to expire, the provisional document will be valid for travel abroad, but the citizen must be informed at the time of issue that some foreign countries may not accept it
From Monday 3 August, paper identity cards will cease to be valid under European law. And although their validity has been extended in Italia until early 2027 for various purposes, this does not include travel abroad.
What will be allowed and what won’t
Anyone who needs to travel abroad and only has the paper version of their identity document will, in fact, need to obtain an electronic identity card (CIE) or another equivalent document; however, for a wide range of dealings with the public administration, the old identity document will remain valid until 31 January 2027.
The issue of emigration
This leaves the issue of those who need to leave urgently but have not yet collected their Cie.
Until 31 January 2027 , the mayor may issue, in cases of documented urgency only, a provisional identity document : valid for a maximum of six months, non-renewable, in paper form with enhanced security features compared to the current paper identity card.
The draft document
Unlike an ordinary document that is due to expire, the provisional document will be valid for travel abroad, but the citizen must be informed at the time of issue that some foreign countries may not accept it.
