Parliament, 52 changes in two years: here are all the group changes

The 'revolving doors' of Parliament have earned Forza Italia as many as 6 MPs in 24 months: 4 in the Chamber of Deputies and 2 in the Senate. But there are also those who, like Azione, have to reckon with a real flight of deputies, fuelled by the fallout of the explosion of the so-called 'Third Pole': 12 have so far left Carlo Calenda's formation, which had been interested in a new entry. And some cracks have also opened in the M5S following the 'landslides' of the past months with the exit of two MPs in Montecitorio and as many in Palazzo Madama. After the European election round, the phenomenon of 'casket changes' has become very fashionable again among MPs and senators. The latest survey by OpenPolis shows that since the beginning of the legislature, there have already been 52 changes of parliamentary group: 43 in the Chamber and 9 in the Senate. Precisely in Palazzo Madama, among other things, some of the latest amendments to the regulations now in force were aimed at discouraging this phenomenon through 'sanctions' of an economic nature and also linked to the positions held.

The current parliament was formed in October 2022, and after the first month of operation there had been 21 changes of colours, to which another was added the following month. But this was the classic 'settling in' at the beginning of the parliamentary term, mainly due to changes from the Misto group to formations that had not yet been formed, also due to the starting constraints of the regulations of the two chambers.

The surge in 'migrations' between groups immediately after the 'Europeans'

As OpenPolis points out in its latest survey, with the approach of the European elections, the number of changes of name has risen again. And the pace of group 'transitions' has become even faster since the June election, especially in the case of the M5S and the 'Third Pole' with the 'flight' of a not inconsiderable number of MPs. For example, from Cinquestelle, Senator Salvatore Trevisi and MP Giorgio Lovecchio switched to Fi. Also joining Forza Italia are MPs Enrico Costa and Isabella De Monte, the former left Action, as did Mara Carfagna, and the latter left Iv, from which Luigi Marattin also split. Carfagna and Marattin joined the Misto group. Senator Mariastella Gelmini also left Calenda's formation, although in this case one could not speak of an actual change of jacket because at Palazzo Madama Azione does not have an autonomous group but only represents a component of the 'Misto', where Gelmini herself remained as 'autonomous'.

Premier Giorgia Meloni's party has not remained entirely immune to 'migrations' in Parliament. Leaving Fdi was MP Andrea De Bertoldi, who joined the Mixed group while remaining in the majority.

Six MPs switched from opposition to majority

There are 6 MPs (4 deputies and 2 senators) who have left opposition groups to join majority groups since the beginning of the legislature, four of them after the European election round. OpenPolis notes that there are currently no moves in the opposite direction.

Who gains and who loses

The phenomenon of the 'revolving doors' of Parliament so far favours Fi, which has gained 6 MPs (4 in the Chamber and 2 in the Senate). The Misto group has also swelled: +4 in Palazzo Madama and +5 in Montecitorio (6 exits and one new entry). The M5S loses 4 MPs (two for each branch), and Action suffers 12 exits in the Chamber, compensated by a single 'new entry', mainly due to the effect of the stop to the 'Third Pole' project. With a direct effect on Iv's set-up, which saw the group in Montecitorio grow by 9 deputies, from which 2 left, while in Palazzo Madama, four left Matteo Renzi's formation against two new entries. The PD is substantially in balance compared to the beginning of the legislature: it has gained one deputy but lost one senator.
