Municipalities, Metropolitan Cities and Provinces have committed 70% of their NRP funds, and with their results they contribute a lot to improve the overall picture of the Plan's progress in the territorial authorities, which, on the other hand, shows more modest numbers in the Regions, where the commitment rate stops at 43.7%.
The report
The numbers come from the report published yesterday by the Autonomies Section of the Court of Auditors (Resolution 22/2025), which reviews key data on financial management, expenditure trends and project reporting by all territorial administrations.
Risk of delay
The figures, first of all, refer to the situation crystallised on 28 August 2025, because the report collects and systematises the investigations carried out over the past year by the regional control sections. In extreme synthesis, the analysis of the accounting magistrates reveals "some elements of concern related to the completion times of the interventions", generated in particular by the "presence of slight delays for about half of the projects".
The picture, however, appears far from dramatic, also because it is the Court itself that points out that 'the weighted average of the implementation times shows that in most cases there has been a recovery of the initial delays', revealing 'an acceleration in the realisation of the chronoprogramme', a physiological phenomenon as the final deadlines of the Plan approach.
Local Advances
The predominant weight of the Municipalities, owners of 66.1% (63,530 out of 96,082) of the projects of the territorial bodies involved in the NRP, is to be found in the overall picture of the NRP of the territorial bodies, even though in terms of the sums involved the picture changes due to the higher average value of the regional projects. Even on the financial progress, however, the Municipalities (31.5% of funds spent), Metropolitan Cities (31.2%) and Provinces (38.6%) show better data than the Regions (25.5%). On the whole, at the end of August, the territorial entities implementing the NRP measures had made payments amounting to 15.1 billion and received funds from the titular administrations in the amount of 11.9, showing that despite the speeding up of the financial engine, the entities had nevertheless advanced almost 3.2 billion.
