This is a position characterised by a shortage of personnel in Italia, which is why the government is trying to intervene with the Security Decree, published in the Official Gazette last Tuesday. The pivot of the operation is in Article 18, which temporarily redesigns - until 2027 - the rules of internal competitions to speed up career progressions and make filling vacancies faster.
Two extraordinary competitions
The provision puts two extraordinary competitions for titles in black and white: 1,800 senior inspector posts in 2026 and 2,400 in 2027, reserved for personnel already in the inspectors' role. Numbers claimed a few hours after the publication of the decree by Viminale chief Matteo Piantedosi, according to whom it is 'a concrete commitment to strengthen the operativeness of the police force'.
Increased number of successful candidates for deputy inspector
Alongside these extraordinary competitions, Article 18 introduces a further flexibility valve, allowing the number of successful candidates in internal competitions for deputy inspector to be increased by up to 20%, 'within the limit of the authorised staffing and recruitment capacity', with the declared aim of rapidly reducing vacancies
"Significant deficiencies"
The reason for the intervention emerges clearly from the reports accompanying the decree. The new procedures serve to address 'significant staff shortages in the role of inspectors'.
The technical report also clarifies that the financial impact is circumscribed and planned: the earmarked resources cover the salary effects and, at the same time, a stable share of funds is allocated to overtime remuneration, as an exception to the ordinary expenditure limits, in order to ensure operational continuity during the transition phase.
