The Council of Ministers gave the green light to the decree law on critical raw materials and the draft law on the economy of space. "Two important legislative measures that concern the future," commented the Minister for Made in Italy Adolfo Urso.

Deputy Minister for the Economy Maurizio Leo said that 'the Council of Ministers today approved the first corrective decree that introduces further changes to collaborative compliance, also intervening on the two-year preventive agreement and revising the calendar of tax fulfilments (declarations and payments), with the aim of further improving the relationship of trust between the financial administration and the taxpayer'. Leo explained that there will be 'no penalties for companies that admit, on a preliminary basis, any violations with the tax authorities. It is understood that, in cases of fraud, there will be no discount on the sums due to the State'.

Leo: redditometer does not exist, measure will be improved

With regard to the amendment presented in the Senate by the president of Forza Italia senators, Maurizio Gasparri, Leo points out that 'in reality, we have already made it abundantly clear last month that the so-called 'redditometro' no longer exists. In its place, the new 'accertamento sintetico 2.0' (synthetic assessment 2.0) has been introduced, a tool that will combat large-scale tax evaders in a 'surgical' manner'. "As already agreed with President Meloni," Leo added, "and the majority forces, the measure will be improved during the parliamentary examination of the corrective decree with everyone's contribution.

National Register of Historical Workshops

The go-ahead is also given to the legislative decree for the establishment of the National Register of Commercial Activities, Craft Shops and Public Establishments, typified in terms of historical-cultural or commercial profile, for the purpose of the tourist and commercial enhancement of these activities' in implementation of the Annual Competition Law (Law 118 of 2022).

On the table are two Presidential Decrees, one with the regulation on the operating costs of the institutional bodies of the National Council for the Economy and Labour (CNEL) and one with the 'regulation on amendments to Presidential Decree No. 90 of 15 March 2010, concerning the single text of the regulations of the military order, regarding the organisation of the Ministry of Defence'.

Urso: 7.3 billion resources from the government by 2026

"The resources that have been placed by the government in the vast area of the space sector between now and 2026 amount to EUR 7.3 billion," said Urso after the approval of the framework bill on the space economy.

With the measure on critical raw materials, said Urso speaking at the press conference after the Council of Ministers, "we have finalised the strategic Made in Italy fund and EUR 1 billion as the first endowment precisely to develop the strategic raw materials extraction chain so as to create a major national player, which we do not have today". Urso added: 'In the West, the significant mining companies are the Australians and Canadians. Today all European countries are moving in this direction, so as not to go from the subordination of Russian hard coal to a more serious subordination to critical raw materials and Chinese technology, which today has a near monopoly'.

Space Economy Framework Law

"Today I am taking to the Council of Ministers the framework law on the space economy, to enable our companies to play a leading role in the colonisation of space, where we have allocated EUR 7.3 billion between Pnrr funds, national funds, funds allocated to Esa (European Space Agency) and Asi (Italian Space Agency) from now until 2026". This was said by the Minister of Enterprise and Made in Italy, Adolfo Urso, on the sidelines of the inauguration of the House of Made in Italy in Perugia. "With the framework law on space we are finally giving, first in Europe, a legal framework that will allow our country and our companies to become protagonists in this new adventure. At the same time, in September we will bring in the framework law on the blue economy,' Urso added.
