Three months after the go-ahead was given in mid-February, the European mission ' Eunavfor Aspides ' does not have enough warships to protect merchant ships in the Red Sea against attacks by Houthi rebels. The alarm was raised, according to the German weekly Spiegel, by the operational commander of the mission, Commodore Vasileios Gryparis, at a closed-door meeting with diplomatic representatives in Brussels in recent days.

The balance of the operation's first hundred days

According to Gryparis, the balance of the first 100 days of the operation is nevertheless positive: since the start of the mission, deployed warships, including the German frigate 'Hessen', have accompanied 96 merchant ships through the Red Sea. Twelve drones and a missile launched by the Houthis were neutralised by the anti-aircraft defences of the warships.

The current situation

The problem is that now, after the German frigate has no longer been part of the team since 20 April, the mission would be able to escort a maximum of four merchant ships per day through the Bab el Mandeb strait off the Yemeni coast. According to the rear admiral, at least ten warships and the air support of a drone or reconnaissance aircraft would be needed.

Commercial ship defence at risk

The danger from the Houthi attacks, Gryparis confided, is more acute than ever. According to the commander, at the end of April, the Houthis managed for the first time to saturate the air defence of EU ships with a swarm of drones and damage a merchant ship. The warships are equipped with modern anti-air defences capable of fighting multiple targets at the same time. But with a whole swarm of drones, even the most powerful systems run into difficulties sooner or later.

The opening of Belgium and the Netherlands

It is unlikely, Spiegel writes, that the Greek commander will receive additional ships. Despite the urgent appeal, only Belgium and the Netherlands have so far been open to the idea of assigning warships to protect merchant ships in the coming months. After the return of the frigate 'Hessen' to Wilhelmshaven, the replacement frigate 'Hamburg' will leave shortly, but the warship will only arrive in the Red Sea in August.

The debate in Germany

Due to the lack of effect of the EU mission, a debate is already underway in Brussels on extending the mandate of the operation. Germany recently started a discussion on whether the EU warships should also be used to curb arms smuggling for the Houthi militias in Yemen. The operational plan of 'Eunavfor Aspides' will be regularly reviewed in June. Then the German consideration might become a concrete proposal.

The European Mission

EUNAVFOR ASPIDES is a European Union maritime security operation to safeguard freedom of navigation in the Red Sea, Persian Gulf and North Arabian Sea areas, north of the Mogadishu parallel. Since last November, the threat posed by the Yemeni Houthi against freedom of navigation in the Bab Al Mandeb Strait and the Southern Red Sea has prompted several shipping companies to switch from their usual trade routes through the Bab Al Mandeb Strait in favour of circumnavigating the African continent, which is more risk-free but longer and, consequently, more expensive, with the consequent effects on both retail prices and the activities of national ports. In response to this threat, the European operation was triggered. To date, Italy, Greece, France, Belgium, Sweden and Germany are contributing to the Force Headquarters of the operation, while the airborne assets are provided by Italy, France, Germany, Greece and soon, as mentioned above, also by Belgium and the Netherlands.
