Technical staff reform: Mim says agreement will only be reached with trade unions that have taken part in the conciliation process

A meeting with the trade unions representing the education sector took place yesterday afternoon at the Ministry of Education and Merit to outline and discuss the updates to be made to the technical education reform, aimed at safeguarding educational continuity, staff numbers and the stability of teaching posts, whilst maintaining the need for innovation and curriculum review and ensuring compliance with the reform objectives set out in the PNRR.
Dialogue and discussion
The proposal put forward by the Administration also fulfilled a specific commitment made to those trade unions (CISL, UIL, SNALS, GILDA and ANIEF) which, adopting a constructive approach, chose to place their trust in dialogue and discussion by agreeing to a conciliation procedure.
CGIL is the only organisation that has not joined
In this context, it is surprising to note that the CGIL – the only trade union organisation that did not participate in the cooling-off period and which called for the reform to be withdrawn – has expressed appreciation for the work presented by the Administration and has even taken credit for it, claiming this was the result of the ‘pressure’ exerted on the Ministry by the mobilisation campaign organised by the union between May and June. In reality, as has already been pointed out, the strike on 7 May called by the CGIL saw very low participation rates: 1.78 per cent of teachers across all schools and 6.1 per cent of teachers in technical and vocational education. It is emphasised that the content of the updates to the PNRR reform, presented yesterday in their final form to the trade unions, is exclusively the result of an agreement signed as early as 9 April between the Ministry and the following trade union organisations: ANIEF, CISL, GILDA, SNALS and UIL. This was stated in a press release from the Ministry of Education and Merit.
