Regions, three-way pact for joint tenders
Piedmont, Lombardy and Liguria signed a memorandum of understanding to work together on specific sectors
One call for three regions. Piedmont, Lombardy and Liguria have signed a memorandum of understanding for the innovation and competitiveness of the territories, in continuity with the work started in 2023 with the North West Economic Cabin. The document, which was approved by the three regional councils between 9 and 20 October 2025, defines a strategic collaboration to support the area's industrial and technological growth without shifting resources, but with their convergence in favour of common projects: the first call for proposals being studied by the regional offices will be published in the first half of 2026.
"The memorandum of understanding paves the way for working together on a specific call for tenders that will enable the companies and research organisations of the three regions to work on joint projects, thus helping to further increase the competitiveness of the three territories in a common strategic logic,' explain the Piedmont regional offices. 'There will be no shifting of resources, but a convergence of resources as a further lever to support the excellence of production activities, overcoming the logic of competition between neighbouring regions.
Work has already begun, therefore, so much so that a technical committee with one contact person per region has been defined, as well as the objective of publishing the first call for proposals in the first part of the new year. And also a medium-term horizon: a review of the results and a possible renewal of the protocol is planned within three years.
According to Piedmont councillor Andrea Tronzano, signatory for Piedmont, the aim is 'to ally ourselves in order to be more and more competitive. Going beyond parochial areas to respond to the market in a coordinated manner. The North West alliance helps Italian industry to increase its strength'.
This three-year agreement is based on Article 15 of Law No. 241 of 7 August 1990, which allows public administrations to 'enter into agreements with each other to regulate the collaborative performance of activities of common interest' and subsequently on the collaboration started in 2023, with the North West Economic Cabin, which had identified 'five strategic sectors - Aerospace, Automotive, Energy Industry, Logistics Supply Chain and Microelectronics - for the development of the area's production and economic systems, to be protected and strengthened also through the creation of interregional supply chains'.
