School building safety: first Consip tender for fire safety adaptation launched. Tenders due by 26 May
The initiative supports municipalities and provinces in bringing them up to standard by 31 December 2027. The total value is EUR 98 million
The first Consip tender for design services for fire safety upgrades in schools - worth a total of EUR 98 million - has been published with the aim of enhancing safety in public schools. The aim of the initiative is to support municipalities and provinces - the bodies responsible for school buildings - in the process of bringing them up to fire safety standards (e.g. fire compartmentalisation, fire escape adaptation), planned by 31 December 2027, on a building stock of over 60 thousand buildings with different levels of compliance.
"The safety of school buildings is an indispensable investment. With this tender, we intend to make available to municipalities and provinces a simple and quick tool to prevent and manage risks and accelerate fire retrofitting, with high standards of design quality and full regulatory compliance," said Marco Reggiani, managing director and general manager.
The options offered by the tender
The tender will allow PAs to contract professional technical and administrative services, for obtaining fire compliance, including: surveys, design and safety coordination; submission of files to the Fire Brigade; works management.
Framework Agreement
The instrument that Consip will make available to PAs is a framework agreement with several contractors for each of the 15 geographical lots into which the procedure is divided - 3 of which are reserved for listed buildings - and includes mechanisms to encourage the widest participation of companies, including medium and small ones (e.g. limit of participation to 5 lots, division of the contract into quotas, predefined tranches per contractor).
Simplification
Administrations will thus be able to turn to a single party, through a purchase order for an amount above the threshold for direct awarding (€140,000), avoiding the launch of autonomous tenders and saving time and simplifying procedures.
The new contract enriches the Consip offer in fire protection design services, complementing those already available on the digital marketplaces: the "Fire Protection Professionals" category of the MEPA (orders below €140,000) and the "Engineering and Architecture Services" call for tenders of the SDAPA.
The deadline for submitting bids is 26 May 2026.
