School, sizing plans: Tuscany, Emilia-Romagna, Umbria and Sardinia commissioned
Cdm decision. Valditara: 'Necessary choice to meet EU commitments and ensure the smooth start of the school year'.
The Council of Ministers has approved the commissioning of the Regions of Tuscany, Emilia-Romagna, Umbria and Sardinia, which have not yet approved their respective dimensioning plans for the next school year.
Dimensioning
Sizing is part of the reforms envisaged by the PNRR, defined by the previous government, with the aim of adjusting the school network to the student population on a regional basis. Failure to do so puts at risk the resources already allocated to Italy.
It should be noted that the measure only concerns administrative reorganisation and does not lead to school closures.
Judgments
The Constitutional Court has ruled on the reform on three occasions, confirming the legitimacy of the government's actions and recalling the need for cooperation among all the institutions involved. In addition, the appeals filed by the defaulting regions were rejected with three rulings by the Regional Administrative Tribunal and six rulings by the Council of State, which confirmed the correctness of the government's action.
With this in mind, the four regions had already been granted two extensions to adopt the plans: one until 30 November and a second until 18 December. Despite this, the necessary formalisations were not completed, making the commissioner's office inevitable.
