Security and defence, new agreements signed today: average monthly increase of 198 euros

The new 2022-2024 labour agreement for the 430,000 workers in the security and defence sector, which will be signed today at the Civil Service Department between Ministers Paolo Zangrillo (Public Administration), Matteo Piantedosi (Interior), Guido Crosetto (Defence), Giancarlo Giorgetti (Economy) and Carlo Nordio (Justice) and the trade union representatives, with the top management of the Armed Forces, Carabinieri and Guardia di finanza present.

The negotiations, announced in March by Prime Minister Giorgia Meloni and started last April, turned out to be more complex than expected. Not least because it saw for the first time seated at the table, alongside the unions of the civilian police forces, the new professional associations with a trade union character among the military that have taken the place of the Cocer in implementation of law 46/2022. On the plate was approximately 1.5 billion allocated by the budget law for 2024.

Increases of approximately EUR 100 net for basic qualifications

There is also another 'first': the increases on the basic part will allow an increase of about 100 euro net for the initial qualification of each corps and force (such as officers or graduates), a value that increases for each higher qualification. For this year the increase is 5.89 per cent, for 2025 it is 6.11 per cent, for 2026 it is 6.15 per cent.

Old and new allowances

Among the new features is the extension of allowances for certain activities: from cyber to underwater operations, from fixed flight crews to tax inspections. New allowances also make their debut, such as those for dog handlers, first intervention operational units, negotiators and territorial garrison personnel. For the Armed Forces, the night allowance for training and operational activities (for the Navy) and the night allowance for armed and non-armed services (also for the Army and Air Force) are introduced, the flat-rate on-call allowance is increased, and new operational allowances are recognised, e.g. for aircraft maintainers, departmental bomb disposal experts and personnel dedicated to technical support for special operations. Existing ones, from marching to maritime rescue, are reassessed.

Parental leave reinforced

In the area of social welfare, the agreement expands leave and social leave and strengthens parental leave. For military corps overtime come more favourable provisions. After the signing, the Council of Ministers will have to approve the new labour agreements, which will then go to the Court of Auditors for registration and will finally be implemented in a decree of the President of the Republic to be published in the Official Gazette.
