Lightning' evictions for all illegally occupied properties (not just first homes), a stop to automatic registration in the register of suspects in the case of the legitimate use of weapons by the forces of law and order or for self-defence, but also the institution of the crime of 'dangerous flight' for those who run away when stopped by the forces of law and order, and a points-based residence permit with credit checks at each renewal. Five months after the security decree was converted into law, these are some of the measures contained in a package of 14 proposals presented by the League at a press conference in the Chamber of Deputies. Discussions will be held in the coming days with the other forces in the majority to finalise a shared text, with Salvini who, after announcing from Bari that he was working on a new decree, made it known that he had already consulted with Interior Minister Matteo Piantedosi. The measures also include a clampdown on family reunions (only allowed for spouses and minor children) and a financial guarantee, such as a bond, insurance or surety, for organisers of risky events.
"We make these regulations available to the parliamentary majority to open a debate. The government will choose whether it will be a bill or a decree. We raise the bar,' said Interior Undersecretary Nicola Molteni, who together with Undersecretary Andrea Ostellari and the group leaders of the House and Senate (Riccardo Molinari and Massimiliano Romeo), illustrated the measures in detail. A package in the 'logic of continuity with security decree 1' that 'the League has contributed in a decisive way to implement' and 'is giving important answers on the issue of security in cities, from the issue of evictions to the fight against pregnant pickpockets or scams on the elderly'. As for the timing, it is likely that the measure will not arrive until after the budget law has been given the green light.
Prosecution protection for law enforcement and citizens
The rule on procedural protection requires that the prosecutors make rapid investigations to assess whether to proceed with the inclusion in the register of suspects of law enforcement officers or ordinary citizens who shoot to defend themselves. The 'state of necessity' must be verified, i.e. whether the defensive action was compelled in the absence of other viable solutions. No automatic registration, in short. "This is a guarantee for everyone, both for citizens (e.g. in the case of self-defence) and for the police (e.g. for the legitimate use of weapons)," explained Andrea Ostellari, Undersecretary for Justice. "It is not a legal shield," assured the undersecretary of the Interior Nicola Molteni, "it is not impunity, the forces of law and order do not want to put themselves outside the law, but the rule exceeds the due act".
Financial Guarantee for Events at Risk
'The right to demonstrate must always be protected and safeguarded and never restricted, but it cannot become the right to destroy cities and attack police forces. For this reason, making the promoters/organisers of street demonstrations responsible becomes fundamental, also through the payment of a deposit, surety or insurance, i.e. a financial guarantee that will be collected in the event of damage,' Molteni further stated. It will be the Questore who will assess the criticality of the event and apply further prescriptions for organisational measures, and the Prefect, in the Provincial Committee, who will assess the enforcement of the financial guarantee. The measure will be determined by an interministerial decree. a financial guarantee, such as a bond, insurance or surety, for organisers of risky events.
The crime of dangerous flight when stopped by the police
In the wake of the Ramy case, the young man who died at the end of a carabinieri chase a year ago in Milan, the League intends to establish an autonomous offence of 'dangerous flight' for those who fail to stop at a police station or violate a checkpoint, with a penalty of one to five years
