As of Monday 9 September, the distribution of the new 'Dedicated to You' card, worth EUR 500 per household for groceries, fuel, or bus passes, begins. This was announced by the Ministry of Agriculture, Food Sovereignty and Forestry, emphasising that it will benefit 1,330,000 households with an Isee income of less than EUR 15,000, who do not already have subsidies (as of 4 June 2024) such as Adi or Carta acquisti, but who are also not recipients of Naspi, Dis-Coll or cassa integrazione (unemployment benefit). The card, introduced on an experimental basis in 2023, can be collected at post offices after receiving notification from the municipality of residence. Citizens benefiting from other public subsidies are excluded.

Managed by the Ministries of Agriculture, Economy, Enterprise, and Made in Italy and the Ministry of Labour and Social Policies (with the involvement of Poste Italiane, Inps, Anci, and the Municipalities), this year with the Budget Law 2024 the financial endowment has been strengthened, rising from 520 million in 2023 to 676 million in 2024. With two consequences: the number of households involved increases from 1.2 million to 1.33 and the average value of the card rises from EUR 459 to EUR 500.

€500 contribution paid from September 2024

The measure therefore consists of an economic contribution per household of a total amount of 500 euro, disbursed through electronic payment cards, prepaid and rechargeable, made available by Poste Italiane (through its subsidiary Postepay). The cards, which are delivered to those entitled to them at post offices enabled to provide the service, are nominative and made operational with the crediting of the contribution disbursed from September 2024. The first payment must be made by 16 December 2024, under penalty of forfeiting the benefit. The sums must also be used in full by 28 February 2025 at the latest.

Requirements for accessing the benefit

The beneficiaries, who do not have to submit an application, are citizens belonging to households, resident in Italy, who meet the following requirements on the date of publication of the same interministerial decree (24 June 2024): registration of all the members of the household in the Register of the Resident Population (Anagrafe della Popolazione Residente - Municipal Register); ownership of a valid ordinary Isee certification, with an indicator not exceeding 15,000.00 euro per year.

To whom it may not belong

.

The grant is not available to households that on 4 June 2024 include recipients of: Assegno di inclusione, Reddito di cittadinanza, Carta acquisti or any other social inclusion or poverty support measure that provides for the disbursement of an economic subsidy at national, regional or local level. It is also not available to households in which at least one member is a recipient of: New Social Insurance for Employment (NASPI), Monthly Unemployment Allowance for Employees (DIS-COLL), Mobility Allowance, Solidarity Funds for Income Supplementation, Wages Supplementation Fund (CIG) or any different form of wage supplementation or support in the case of involuntary unemployment, provided by the State.

Where cards are collected

One million 330,000 cards can be allocated, which are delivered to those entitled to them at post offices authorised to provide the service: they are personalised and made operational with the crediting of the contribution from September 2024.

What you can and cannot buy

The subsidy is intended for the purchase of essential foodstuffs (indicated in Annex 1 to the decree of the Minister of Agriculture, Food Sovereignty and Forestry, in agreement with the Minister of Enterprise and Made in Italy, the Minister of Labour and Social Policies and the Minister of the Economy and Finance of 4 June 2024), excluding any type of alcoholic beverage, and for the purchase of fuel, and, as an alternative to fuel, subscriptions to local public transport services. The subsidy can be spent at commercial establishments selling foodstuffs and, in the case of fuels, at firms authorised to sell, identified by special agreement signed by the competent Directorate-General of the Ministry of Agriculture, Food Sovereignty and Forestry.
