The resumption of the Chambers: from job security to sport, nine texts for the final yes

The introduction of basic knowledge on safety at work in the teaching of civic education in schools, the focus on the development of non-cognitive and transversal skills in the pathways of educational institutions and provincial centres for adult education and in vocational education and training, the recognition and promotion of motorcycle therapy, the fight against fish poaching, and the enhancement of the 'Italian Pathways'.
And again: the establishment of the national day of historical clothes and that for the right to fun in safety, the promotion of sports in schools with the creation of new youth games, and a delegation to the government to allow the exercise of the right to vote in places located in a region other than that of the municipality of residence, in the event of impediments due to study, work, medical treatment or family care.
At the resumption of the work of the Houses of Parliament after the traditional summer recess, only nine bills presented by deputies and senators have already obtained the green light from one of the two branches and thus have a real chance of crossing the finish line of final approval: seven come from the majority and only two from the oppositions.
And among these, a couple, which concern activities in schools , have as their first signatories the leader of Noi Moderati, Maurizio Lupi (the one on non-cognitive skills) and the leader of the League in the Senate, Massimiliano Romeo, with the Ddl on the promotion of sports practice. Also from the centre-right is the text 'promoted' by the President of the Labour Commission in Montecitorio, Walter Rizzetto (Fdi), which aims to disseminate knowledge on safety in the workplace in the teaching of schools. The bill, already approved by the Chamber of Deputies, has been under consideration by the Senate Culture Committee since the end of July, in drafting session, and aims to ensure the dissemination in educational institutions, leveraging the teaching of civic education, of basic knowledge of labour law and safety in the workplace, including through the testimony of victims of accidents at work, in order to help form citizens aware of the rights, duties and protections of the worker. In the Culture Committee of Palazzo Madama, the deadline for submitting amendments to the Ddl, presented in Montecitorio, where it has already received the first 'yes' vote, from Lupi and the other 'centrist', Alessandro Colucci. The text, also in this case under consideration in redrafting, starts from a precise premise in which it is pointed out that studies on the subject have shown how non-cognitive skills represent a key factor for the success of people in the various dimensions of life, from scholastic success to professional fulfilment, economic stability, and even physical and mental health. In this perspective, the Bill entrusts the Minister of Education and Merit with the task of promoting initiatives aimed at the development of non-cognitive and transversal competences in the educational and didactic activities of scholastic institutions (state and equal) of every order and grade, and of adopting guidelines for their development.
On the other hand, the Culture Committee of the Chamber of Deputies is examining the text, already approved by the Senate in September 2023, which has as its first signatory Romeo, a Lega Nord member, and which aims to promote sports in schools. The bill was merged with two other similar proposals (one by the Carroccio, also presented in Montecitorio, and the other by the PD), resulting in a unified text. The Carroccio bill, signed by Giorgio Maria Bergesio, was approved in March by the Senate and is now under the scrutiny of Montecitorio's Agriculture Committee, which is aimed at combating fish poaching in inland waters by reformulating the sanctioning regulations for professional fishing. Also promoted by a senator from the League, Roberto Marti, is a bill, which has already received the 'yes' vote from Palazzo Madama and is now being examined by the Culture and Productive Activities Committees of the Chamber of Deputies, to promote and enhance the Italian walking routes. Another Carroccio text, first signatory Massimiliano Panizzut, has been under the spotlight of the Senate's Social Affairs Committee since 5 August, after the go-ahead from Montecitorio. The bill, which is being examined by the Commission in its drafting session, concerns the recognition and promotion, as a complementary therapy, of mototherapy, also known as 'freestyle motocross therapy', which is an intervention modality that envisages freestyle motocross exhibitions outdoors and inside hospitals dedicated to children, young people and adults with disabilities or serious pathologies. The Culture Committee of the Chamber of Deputies has also started examining the text, on which the Senate's OK has already arrived, which has Anna Maria Fallucchi (Fdi) as its first signatory and which looks at the promotion of events in historical costumes and historical re-enactments, with the establishment of a National Day. And the creation of another National Day, for the right to entertainment in safety, is envisaged by a Ddl promoted by the M5S, Marco Croatti, already dismissed by the Senate, on which the Constitutional Affairs Committee of the Chamber of Deputies is working in referent session.
