State property: social and student housing in Tor Vergata and new student halls of residence in Monza and Bari
At the Mipim in Cannes, the Agency presents projects for urban regeneration and university housing. At Tor Vergata, former barracks and military hospitals to be transformed through public-private partnerships
Social housing in Tor Vergata, new university residences in Monza and Bari, and a package of urban regeneration operations aimed at attracting international capital. With this portfolio of projects, the Agenzia del Demanio, headed by Alessandra del Verme, presented itself at the Mipim in Cannes, one of the world's leading events dedicated to real estate and urban development.
A citadel for students in Rome
The most relevant project concerns Rome and the Tor Vergata area, where a social and student housing project is taking shape as part of the Calatrava's Vela area redevelopment plan. The operation involves approximately 70,000 square metres in an area connected to the university campus, the polyclinic and the Frascati science centres, as well as to the metropolitan infrastructure network. The idea is to create a new sustainable residential district with social housing integrated with services, collective spaces, commercial activities and cultural functions. An intervention designed to reactivate a portion of the city that has remained unfinished for years and include it in the project of the future Green City linked to the redevelopment of the former Sports City.
For the Tor Vergata area, the first phase of works has already been completed with an investment of EUR 80 million. In parallel, the Agency has published a public notice to identify private partners interested in participating in the design, implementation and management of the works, with a deadline of 30 June 2026.
Monza and Bari: students from former barracks
Other urban transformation operations were also presented at Mipim. In Monza, the former IV Novembre barracks, a compendium of about 20,000 square metres, will be converted into a university residence centre with about 600 beds, student services, study spaces and sports facilities. In Bari, on the other hand, the State Property Office is focusing on recovering part of the former Bonomo military hospital in order to build a new university residence as part of a broader urban enhancement project. A second project concerns the former Magrone barracks, destined to become an Innovation Park with public, academic and residential functions. All in all, these are operations that aim to put large unused public buildings back into circulation, leveraging public-private partnerships and the growing demand for accommodation for off-campus students in Italy's main university cities.
