New Spid fees: the evolution towards a paid service

The agreement between Assocertificatori, the Agenzia per l'Italia Digitale (Agid) and the Department for Digital Transformation of the Presidency of the Council of Ministers for the management of the Public Digital Identity System (Spid) has been renewed for five years. Among the new features is the introduction of a pay-as-you-go service.
"The updating of the convention confirms the strategic role of Spid," emphasises Andrea Sassetti, president of Assocertificatori, "and bears witness to the will to continue a shared path towards the future of Italian and European digital identity, in the name of security, innovation and sustainability.
The numbers
More than 41 million citizens are equipped with Spid, realising more than 1.2 billion authentications in 2024 to access the digital services of the public administration and private companies. 2025 saw a further increase in the number of identities issued compared to 2024, with more than 52 thousand new identities per week and more than 630 million accesses in the first half of 2025.
European Primer
According to the latest estimates of the Digital Identity Observatory of the Politecnico di Milano, the percentage of the active Italian Internet population using it has reached 89 per cent, while 86 per cent of users use it several times during the year, representing a significant record at European level. In addition to allowing access to public administration services, Spid offers Italian users significant added value compared to other European countries. This stems from the wide dissemination of digital services directly accessible with Spid and from integration with other tools, such as digital signatures, activation of Pec boxes, access to financial services, activation of domestic utilities, and telephone services, which place Italy at the forefront of the European panorama, thanks to an effective public-private partnership, to the benefit of the country's innovation.
Spid increasingly fee-based
The Parties reaffirmed the need to ensure, in all permitted forms, the economic and operational sustainability of the service, in view of the significant investments borne independently by the Managers in the ten years since the Spid service was provided and the significant costs that its maintenance continues to entail, in order to guarantee secure and continuous access to digital services for citizens, public administrations, professionals and Italian companies, as well as the Managers' constant commitment to providing assistance and disseminating the service.
