"The Cdm increased the resources for working mothers by 180 million euros, bringing the total to 480 million." This was announced by Minister of Labour Elvira Calderone, explaining that the intervention allocates for working mothers with two dependent children, until the youngest turns 10, "40 euro per month for 12 months in 2025, in a single payment in December, exempt from social security contributions, therefore a net increase". For those who have three or more dependent children with an open-ended contract, the incentives envisaged in the manoeuvre continue for the whole of 2026, for those with a fixed-term contract or self-employed and professional women, 'a sum of 40 euro per month is envisaged, again in December'.

On the table at the meeting was a new tax decree with the postponement of the entry into force of the sugar tax and the redefinition of VAT on works of art. And a decree by the Ministry of Universities and Research has also arrived that will contain resources for the Ordinary Fund for Research Institutions and the Southern Research Plan, as well as the extension of the mandate of the National University Council.

Omnibus bill on economy, from sugar tax to prisons

Postponement by six months (from 1 July 2025 to 1 January 2026) of the entry into force of the sugar tax, funds for regional health payback, urban regeneration and prison construction. These are some of the measures contained instead in the draft of the third decree, of an economic nature, dismissed by the Council of Ministers. A practically omnibus measure that also provides a boost to infrastructure works such as the Genoa breakwater, the extension of incentives for companies in the areas hit by the earthquake, and the revision of VAT on works of art. The decree also includes an expenditure authorisation of €228 million for sport.

Giuli: mission accomplished, VAT on works of art drops to 5%

'Mission accomplished'. This is how the Minister of Culture, Alessandro Giuli, commented at a press conference at the Collegio Romano on the VAT regulations for works of art, which he says "have dropped from 22% to 5%". For the minister, 'it is a historic result. Competing on equal terms for Italy means excelling. Italy is once again a protagonist in the art market'.

A decree-law on sport was also approved. An important piece of legislation in view of the European Football Championship 2032 is included in this last text: the appointment of the stadium commissioner. Who it will be is still top secret. According to Il Fatto Quotidiano, the name would be that of the former mayor of Verona, Federico Sboarina; M5S senator Luca Pirondini asked the minister for sport and youth, Andrea Abodi, for clarification and to deny the appointment. And the answer came in short order: 'I do not deny things that are not true,' replied Abodi. 'It seems surreal to me,' the minister added, 'what has been said and written by Senator Pirondini, talking about a person he does not know and whose value he does not know. I am of the opinion that one is not worth one, if one is worth even a little more than one he cannot be treated as if he were worth nothing: it is a style that does not belong to me'.

The stadium commissioner, as Abodi himself explained in recent days, will collaborate with the mayors and give 'a decisive acceleration to all infrastructure processes concerning stadiums'. The president of the FIGC, Gabriele Gravina, does not comment on the issue, but welcomes the news: 'Stadium commissioner? I spoke with Abodi and I believe that tomorrow (today for those reading, ndr) in the Cdm there will be the approval of the sports decree, then I do not know the contents and names. But beyond the relationship of confrontation with the minister, I have no curiosity in knowing the names, I can only express appreciation for this appointment, which will be another fundamental step to relaunch the idea of restructuring and building new stadiums'.

Abodi: referees as agents, same punishments for attackers

'In the sports decree in the Cdm today there is the rule on referees and all the technical figures who ensure the regularity of the competition. They will be homologated, in terms of punishability and penalties for those who assault them, to public safety officers,' announced the minister for sport and youth, Andrea Abodi, at the post-Cdm press conference. Tourism, Santanchè: Cdm OK for 120 million for staff house

It should be noted that the Council of Ministers has approved the allocation of a total of EUR 120 million - 44 for the current year, 38 for 2026 and another 38 for 2027 - for the creation, upgrading and modernisation of accommodation ('staff houses') for workers in the tourism and hospitality sector and food and beverage administration (bars and restaurants). This was announced by Tourism Minister Daniela Santanchè. "The proposed legislation - which is highly innovative in Europe - aims to combat the housing emergency and ensure the welfare of workers in the tourism sector, generating positive social, economic and employment benefits. The aim is to attract qualified young people to this growing sector, which suffers heavily from a lack of human resources'. The intervention is a first step in the framework of the broader Housing Plan being implemented by the government to address the employment emergency of young workers.

Cdm adopts 2.4 billion national air quality plan

In addition, the Council of Ministers adopted the National Action Plan for the Improvement of Air Quality, for the fight against atmospheric pollution, and for the adjustment of Italy to the environmental obligations set forth by European regulations. The Plan is the result of the work of the Cabina di Regia (Steering Committee) established at the Prime Minister's Office and of a path shared with the Regions and competent Ministries. With a total endowment of around 2.4 billion euros, 1.7 billion of which have been allocated by the Ministry for the Environment and Energy Security, the Plan envisages measures in four main areas: from the promotion of techniques with a lower emission impact in agriculture to investments in sustainable mobility; from the promotion of more efficient systems in civil heating to targeted communication campaigns aimed at citizens. Among the most significant measures are two MASE programmes, for 800 million euros allocated to municipalities for projects on home-school, home-work, local public transport and sharing mobility; a discount on electricity system charges to incentivise cold ironing in ports, reducing emissions from parked ships; and the strengthening of controls on the use of obsolete domestic biomass plants. Finally, the Plan, which establishes precise responsibilities for each measure, envisages a structured monitoring system with cooperation between central, regional and local administrations for a new governance of air quality, based on integration, responsibility and participation.
