The new decree on the Superbonus has not yet arrived in the Official Gazette, but Forza Italia, caught off guard by the blitz on Tuesday 26 March in the Council of Ministers, is already aiming to 'improve it'. The main node concerns the stop to invoice discounting and credit assignments for non-profit organisations, social housing and, above all, for areas hit by earthquakes or weather emergencies such as floods, so much so that, in the final version of the text, some details could be softened. The rules will not be retroactive, safeguarding those who, in various ways, have already started the work process. They do, however, cancel the facilitation mechanisms that would otherwise have remained in force until 31 December 2025.
The arrival of Economy Minister Giancarlo Giorgetti at the Chamber of Deputies - where the PDD question time on the Agi case was held on Wednesday 27 March - was an opportunity for some centre-right parliamentarians to have a brief discussion with the head of the MEF on the issue of the superbonus.
Centre-right's pressuring of minister
The squeeze did not find everyone in agreement within the majority, at the parliamentary level. So much so, in fact, that several centre-right deputies have reportedly approached the head of the Via XX Settembre department to try to plead this or that cause in view of the decree's parliamentary passage.
Among the requested changes was the reintroduction of credit assignment for those who have to rebuild their homes nin the earthquake-affected areas of Umbria, Marche, Abruzzo and Lazio. Giorgetti is said to have listened to the grievances of the parliamentarians, but without commenting on them.
Forza Italia puts the brakes on the measure
.In a note, Forza Italia deputy Erica Mazzetti expressed her perplexity about the decree: 'There remain aspects to be clarified and even corrected in the conversion phase: for example,' explained the member of the Italian parliament, 'on the transfer or property belonging to non-profit organisations or in earthquake-struck areas. I am convinced that there will be a way to do this with clear and shared changes'. He was echoed by Fi spokesman Raffaele Nevi, assuring that a meeting point could be found in the majority: 'If the opportunity arises, we will try to make improvements to the measure in Parliament.
