Tari, in Belluno the lowest expenditureTrieste is more expensive than Venice

In Laguna, the waste tax has decreased, but the cost remains higher than average due to logistical difficulties. The tax burden on households has increased overall since 2018

In five years, i.e. since 2018, the Tari in Venice has fallen by 2.18%, the only case of decline in the region. But the minus sign should not mislead. In absolute terms, those living in the Venetian capital were already paying over 351 euro a year, the highest cost among Venetian cities and compared to the Italian average. The record has remained intact, despite the cut that brought the amount to 343.6 euro in 2023, but the difficulty of collection, especially in the lagoon area, must also be considered.

Studying the evolution of the waste tax, paid in three instalments over 12 months by families and businesses, is the Economic, Fiscal and Social Security Policies service of Uil nazionale, which identifies the areas where the municipal tax is heaviest and which administrations have kicked in more. The costs of Tari in 109 provincial capitals were analysed, based on the resolutions published in 2023. It was not possible to include the forecasts for 2024, as many municipalities made public their decisions on the new tariffs when the extension expired on 30 June, when the union's survey was already closed.

'The study,' explains Uil confederal secretary Vera Buonomo, 'highlights an increase in the tax burden on Italian families, following an average tax increase of 9.69% over the last five years. The result is that the poorest households bear the heaviest burden and disparities emerge between the various geographical areas of the country'. In fact," the trade union points out, "the impact of the Tari on the family budget, in 2022, was 0.64% in the North-East regions and rose to an average 1.34% in the South.

Going in order, here is what emerges in Veneto and in the Boot, comparing the amount charged to a domestic user consisting of a typical family of four, living in a flat of 80 square metres with an Isee income of 25 thousand euro. In Verona, the tax from 2018 to 2019 remained unchanged, while afterwards it was always adjusted upwards, going from 188 to 217.7 euro in 2023 (+3.24% in the last year). In Treviso over the past 12 months, the cost has remained stable at EUR 263; ditto in Vicenza, at EUR 212.9. In Belluno, the same household pays 178 euro (+5.65%), the lowest amount in the country; in Padua, 248.7 euro (+3.62%); in Venice the increase is +3.59% in a year.

The situation is different if the comparison is shifted to a national scale, with an average annual outlay of 330.9 euro (+1.66%) and a bill of over 300 euro per user already five years ago. Returning to Veneto, since 2018 the tax has risen by +5.6% in Belluno, +13.10% in Padua, +12.57% in Treviso and +1.14 in Vicenza. Rovigo remains out, where the punctual tariff (Tarip) is in force: in this case, Uil's calculation was conducted on the basis of 'minimum emptyings' of waste containers. Expenditure per household spikes to EUR 408.6 per year, up 61.34% compared to the figure required in 2022 and 50.66% if the comparison is with 2018. Pordenone, in neighbouring Friuli Venezia Giulia, also opted for Tarip, but the bills are lighter: last year the request was 185.7 euro (-0.28% on 2022; + 1.02% in five years).

Below the national threshold, in the North-East, also Bolzano (€265; +36% since 2018), Trento (€189; +1.97 in five years) and Udine (€213; +4.89 in the last year and +18.6% since 2018). Above Trieste (€346; -1.79 and 13.8%) and Gorizia (€394.6; +3.81 and +37.43%), both also more expensive than Venice.
