Terra dei fuochi, final approval by the Chamber of Deputies of the decree: from the Southern Department to the waste crackdown, the novelties
The Environmental Code is amended, in the criminal cases that punish waste abandonment conduct, by providing for three separate offences: the abandonment of non-hazardous waste, of a contravention nature, the crime of abandoning non-hazardous waste in particular cases and the crime of abandoning hazardous waste

Tougher penalties for polluters. With 137 yes, 85 no and 3 abstained, the Terra dei Fuochi decree was approved by the Chamber of Deputies. The measure, which had already obtained the green light from the Senate, is now law. It lays down provisions for combating illegal activities in the field of waste, for the reclamation of the area known as the 'Terra dei Fuochi', as well as for assistance to the population affected by calamitous events.
The possibility of deferred arrest in flagrante delicto is also introduced for the most serious environmental crimes, such as environmental disaster and illegal waste trafficking. Penalties for the abandonment and unauthorised handling of waste are strengthened, with accessory measures such as the suspension of driving licences, vehicle immobilisation and exclusion from the Register of Environmental Managers for non-compliant companies.

Department for the South
The Department for the South is established at the Presidency of the Council of Ministers, and the Struttura di missione ZES is abolished. The measure assigns to the new Department functions of guiding, coordinating and promoting the Government's strategic action with reference to policies for the South. The costs are quantified at €782,291 for 2025 and €7,838,051 per year starting from 2026.
Single commissioner for the remediation of landfills and contaminated sites
In order to allow the Single Commissioner for the reclamation of landfills and contaminated sites to carry out the remediation works in the area known as 'Terra dei fuochi' entrusted to him/her, including those for the removal of waste abandoned on the surface, the measure authorises the expenditure of EUR 15 million for 2025. In the event of the abandonment of waste or the identification of a contaminated site, the Commissioner is vested with the powers necessary to remove and dispose of the waste and to carry out the reclamation of the site, including actions for compensation and recovery of sums spent against those responsible.
