Here is the full translation of the plan proposed by US President Donald Trump to Israeli Prime Minister Benjamin Netanyahu.

1. Gaza will be a de-radicalised and terrorism-free zone that will not pose a threat to its neighbours.

2. Gaza will be rehabilitated for the benefit of the people of Gaza, who have suffered more than enough.

3. If both sides accept this proposal, the war will end immediately. Israeli forces will withdraw to the agreed line to prepare for the release of the hostages. During this period, all military operations, including air and artillery bombardments, will be suspended and the battle lines will remain frozen until the conditions for a complete and gradual withdrawal are met.

4. Within 72 hours of public acceptance of this agreement by Israel, all hostages, living and deceased, will be returned.

5. Once all hostages are released, Israel will release 250 lifers plus 1700 Gaza citizens detained after 7 October 2023, including all women and children detained there. For every Israeli hostage whose remains will be released, Israel will release the remains of 15 deceased Gaza citizens.

6. Once all hostages are returned, Hamas members who commit to peaceful coexistence and dismantle their weapons will be granted amnesty. Hamas members who wish to leave Gaza will be guaranteed safe passage to their destination countries.

7. Upon acceptance of this agreement, all aid will be immediately sent to the Gaza Strip. At a minimum, the quantities of aid will be consistent with the provisions of the 19 January 2025 agreement on humanitarian aid, including the rehabilitation of infrastructure (water, electricity, sewage), the rehabilitation of hospitals and bakeries, and the dispatch of equipment necessary for clearing rubble and reopening roads.

The entry of distribution and aid into the Gaza Strip will take place without interference from either side through the United Nations and its agencies, and the Red Crescent, as well as other international institutions not associated in any way with either side. The opening of the Rafah crossing in both directions will be subject to the same mechanism implemented in the agreement of 19 January 2025.

9. Gaza will be governed by a technocratic and apolitical Palestinian committee, responsible for the day-to-day management of public services and municipal administration for the people of Gaza. This committee will be composed of qualified Palestinians and international experts, overseen by a new international transitional body, the Board of Peace, to be chaired by President Donald J. Trump, with other members and heads of state to be decided, including former Prime Minister Tony Blair. This body will set the framework and manage funding for the redevelopment of Gaza until the Palestinian National Authority completes its reform programme, as outlined in various proposals, including President Trump's 2020 peace plan and the Franco-Saudi proposal, and can regain control of Gaza safely and effectively. This body will call upon the best international standards to create a modern and efficient governance that serves the people of Gaza and is conducive to attracting investment.

10. A Trump economic development plan to rebuild and revitalise Gaza will be drawn up by bringing together a group of experts who have contributed to the emergence of some of the Middle East's thriving, modern cities. Many thoughtful investment proposals and exciting development ideas have been developed by well-meaning international groups and will be considered to synthesise security and governance frameworks to attract and facilitate these investments that will create jobs, opportunity and hope for future Gaza.

11. A special economic zone will be established with preferential access fees to be negotiated with participating countries.

12. No one will be forced to leave Gaza and those who wish will be free to do so and return. We will encourage people to stay and offer them the opportunity to build a better Gaza.

13. Hamas and other factions will agree to have no role in the governance of Gaza, directly, indirectly or in any form. All military, terrorist and offensive infrastructure, including tunnels and weapons production facilities, will be destroyed and not rebuilt. There will be a process of demilitarisation of Gaza under the supervision of independent observers, which will include the permanent disarmament of weapons through an agreed process of decommissioning, supported by an internationally funded buy-back and reintegration programme, all verified by independent observers. The New Gaza will be fully committed to building a prosperous economy and peaceful coexistence with its neighbours.

14. The regional partners will provide a guarantee to ensure that Hamas and the factions fulfil their obligations and that New Gaza does not pose a threat to its neighbours or its population.

15. The US will work with Arab and international partners to develop a temporary International Stabilisation Force (ISF) for immediate deployment in Gaza. The ISF will train and provide support to selected Palestinian police forces in Gaza and consult with Jordan and Egypt, who have extensive experience in this area. This force will be the long-term internal security solution. The ISF will work with Israel and Egypt to help protect the border areas, together with the newly trained Palestinian police force. Preventing the entry of munitions into Gaza and facilitating the safe and rapid flow of goods to rebuild and revitalise Gaza is crucial. A deconfliction mechanism will be agreed upon by the parties.

16. Israel will not occupy or annex Gaza. As the IDF re-establishes control and stability, the Israel Defence Forces (IDF) will withdraw according to standards, stages and timelines related to demilitarisation that will be agreed between the IDF, IDF guarantors and the US, with the goal of a secure Gaza that no longer poses a threat to Israel, Egypt or its citizens. In practice, the IDF will gradually cede the Gaza territory they occupy to the IDF under an agreement they will enter into with the Transitional Authority until their complete withdrawal from Gaza, except for a security perimeter presence that will remain until Gaza is adequately protected from any terrorist threat.

17. In the event that Hamas delays or rejects this proposal, the above, including the intensification of the aid operation, will continue in the terrorist-free areas handed over by the IDF.

18. A process of inter-religious dialogue based on the values of tolerance and peaceful coexistence will be initiated to try to change the mindsets and narratives of Palestinians and Israelis, emphasising the benefits that can be derived from peace.

19. With the advancement of Gaza's development and the faithful implementation of the Palestinian National Authority's reform agenda, the conditions for a credible path to self-determination and Palestinian statehood, which we recognise as the aspiration of the Palestinian people, may finally be created.

20. The United States will initiate a dialogue between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous coexistence.
