Reform of the European institutions, majority voting, presidents Stop unanimity
Unanimity voting in the Council must be abolished. The European Parliament must be endowed with legislative initiative powers, today a monopoly of the Commission. Finally, we need a shift of emergency powers, in the event of a crisis, from the Council to the Commission.
Economic Governance
.New rules for the budget, common debt and Eurobonds Harmonise tax rates
Harmonise tax rates and tax bases for business taxation to avoid the proliferation of tax havens within the EU. Return to the ordinary state aid regime, to limit the distorting effect caused by high levels of spending by some states.
Common Defence
.Ukraine and the new geopolitical framework: beyond military cooperation Common European Army
The defence of Ukraine must be the first step towards a more structured and effective European foreign policy. Within 5 years increase the number of rapid intervention units from 5,000 to 100,000 soldiers. Within 10 years formalise the construction of the new common European army.
Industrial Policy

Introduce a European Industry 4.0 and a European sovereign wealth fund, to finance strategic supply chains. Postpone the 2030 targets to at least 2035 and reject further increases of the decarbonisation targets. Make the Green Homes Directive more flexible.

Extend and promote the European job-matching platform for European researchers also to the private sector. Simplify visa application processes for skilled and specialised migrants. Increase funding for research programmes in strategic areas.
