Red Sea crisis costs Italy 95 million a day

The crisis in the Red Sea , where commercial ships crossing the Strait of Bab el-Mandeb, to or from the Suez Canal, risk being attacked by Houthi rebels in Yemen, is already presenting a bill to Italian trade. Confartigianato has calculated the impact of the drop in merchant ship traffic between the Indian Ocean and the Red Sea on Italy's trade flows with Asia, Oceania, the Persian Gulf countries and South-East Africa. Also under scrutiny is the impact on exports for each of the Italian regions: the highest value of products transported by sea through the Red Sea is that of Lombardy, amounting to 12.9 billion, followed by Emilia-Romagna with 9.4 billion, Veneto with 5.7 billion, Tuscany with 4.7 billion, Piedmont with 4.2 billion and Friuli-Venezia Giulia with 2 billion.

Numbers that make it clear why Italy, backed by France and Germany, at the EU Foreign Affairs Council that took place on Monday in Brussels strongly pushed for a European mission to protect merchant traffic. The operation will be called 'Aspides'. At last Monday's summit, as Josep Borrell, High Representative of the Union for Foreign Affairs and Security Policy, explained, the launch of the EU mission in the Red Sea was agreed. From Israel, where he was on a mission, Foreign Minister Antonio Tajani explained that the objective of the military mission is to guarantee freedom of maritime transport from the Strait of Suez to the Strait of Hormuz. "We are committed with the other EU countries to build a new mission and there will definitely be Italian military ships to protect our merchant ships," he said. Meanwhile, the Council of Ministers approved a draft law ("amendments to the law of 21 July 2016, no. 145 laying down provisions concerning Italy's participation in international missions") amending the provisions on Italy's participation in international missions, with measures that could facilitate the deployment of forces in view of the new European mission in the Red Sea.

The measure, explained Defence Minister Guido Crosetto, "will facilitate the deployment at the operational level of the units and means deployed in the same area and will make it possible to identify and prepare high and very high readiness forces to be deployed abroad in the event of crises or in emergency situations. The activation of the latter,' added Crosetto, 'will be arranged by resolution of the Council of Ministers to be sent to the Houses of Parliament for authorisation, with a faster timetable, in line with the needs arising from crisis management'.

Among the solutions envisaged by the regulations, a note from the Presidency of the Council confirmed, 'the possibility of foreseeing in advance the possible "interoperability" between missions in the same area'; the identification of high and very high operational readiness forces, to be deployed abroad in the event of crises or emergency situations, providing for an accelerated procedure with a decision by the Chambers within five days of the Council of Ministers' deliberation'.

Crosetto stressed, however, that the new European mission in the Red Sea has nothing to do with this change. In fact, defence sources point out that the current geopolitical context has necessitated a faster decision-making instrument. The new rules are a general rule that applies to changing times and not to a specific mission.

The choice to focus on a bill

In recent days, Tajani himself explained that the possible new mission in the Red Sea does not need a parliamentary vote. "Atalanta (the first European-led maritime military operation against piracy in the area of the Horn of Africa, Gulf of Aden and Somali Basin, ed) - he said - already has rules to repel any military attack using weapons and the new mission has very similar rules of engagement'. Next week, however, he will be before the Foreign Affairs and Defence committees, together with Crosetto, to update Parliament on the now increasingly critical situation in the Middle East.
