The Council of Ministers approved the decree law reforming Cohesion Policies and the legislative decree revising the Irpef and Ires regimes. On the eve of the meeting, Prime Minister Giorgia Meloni announced in the latter measure a measure to provide 'in January 2025, an allowance of 100 euro for employees with a total income not exceeding 28,000 euro with a spouse and at least one dependent child, or for single-parent families with only one dependent child'. On 29 April, the Prime Minister, together with half of the government, presented to the trade unions the upcoming news on labour and taxation in view of Labour Day. Putting on the table a new May Day decree - as it has already been renamed - after last year's regulations on inclusion were approved on that date, with the goodbye to the citizenship income, on the reasons for fixed-term contracts and on cutting the tax wedge by up to 7 points. Now the new measures are contained in the Cohesion decree, which reforms the relevant policies, and in a legislative decree, as part of the implementation of the tax delegation, which entered the Cdm
Leo: 100 euro bonus is first, then thirteenth month bonuses
The 100 euro bonus that will arrive in 2025 for low-income earners "is the first piece" that will be followed by "finding the relative resources" for "the thirteenth month: it is not that we have a squinting vision, for companies and the self-employed, we pay just as much attention to employees, who have much more relevant numbers" and we must "find a balance for the coverage". Thus the deputy minister at the Mef Maurizio Leo, illustrating the legislative decree on Irpef and Ires approved by the Council of Ministers.
The target group affected by the 100 euro bonus is approximately 'one million, one million and one hundred families,' said Mef Deputy Minister Maurizio Leo at a press conference after the Council of Ministers meeting.
Bonus paid in January, on 2024 income and withheld
"The ceiling concerns families that have 28,000 euro of income from employment, but considering the total income and therefore obviously we will have to refer to the year 2024 to disburse these 100 euro". This was explained by Deputy Minister of the Economy Maurizio Leo at a press conference after the Council of Ministers, assuring that the bonus will be disbursed 'in January, subject to a declaration' to be made to his tax substitute (the company of which the worker is an employee, ed.). There will therefore be no need to wait for the tax returns: 'It will be a matter of defining the technical aspects, but the substitute will tell the tax withholding agent, the tax withholding agent already knows what the income ceiling is' on which 'the bonus is to be disbursed' and 'the taxpayer already knows how much the total income was. From this point of view, the sum can already be disbursed with the appropriate withholding".
The Cohesion Decree
.The government's objective, as Meloni emphasised at the table with the trade unions, is to continue to support employment growth, the reduction of unemployment and the inactive, i.e. those who do not have a job and are not even looking for one, in order to get them back into the market. And also to defend the purchasing power of families and workers, 'especially those most exposed'. In particular, for labour, measures are coming to support the employment of young people, women and certain categories of disadvantaged workers: with the reduction of contribution charges for new hires for two years. Alongside these, there are ad hoc provisions to encourage the start-up of new activities distinct for the Centre-North and the South. In addition, there are 'actions to retrain' workers of large enterprises in crisis to encourage the matching of labour supply and demand.
