School, one-year transfers for teachers with parents over 65

Teachers with a parent over 65, who until 2025/26 could transfer by waiving the three-year restriction on remaining in the same place of employment, will be able to request provisional assignment for one year and thus move closer to their family member. This is provided for in one of the amendments to the Pnrr decree approved by the House Constitutional Affairs Committee. The amendment introduces, in fact, a mini-parachute after the new integrative contract on mobility had eliminated the aforementioned derogation, confirming instead that for minor children (aged 14 instead of 16, however). But the changes that the measure introduces under education do not end there.

The same amendment provides that, starting next year, aspiring teachers who have passed the 2020 extraordinary competition will be able to enrol in the annual regional lists wanted by Minister Giuseppe Valditara and thus participate in the September recruitment. However, this will safeguard the prerogatives of aspiring professors who have passed the competition in the same region in which they are applying for inclusion in the list.

News is also in sight for the reform of the technical institutes that will reach the finishing line in 2026/27. It is specified, in fact, that each technical institute will be able to define, within the quota of the curriculum entrusted to its autonomy, the right balance between the various disciplines, taking into account the skills and knowledge that students will acquire at the end of the course of study, in order to meet the needs of the world of work. This provides a legislative umbrella to the recommendation already sent to schools in recent weeks in a circular letter. In a meeting with the trade unions yesterday afternoon, again on the subject of technical education, MIM assured that internal teaching positions will be provided even shorter than 18 hours to prevent the cut in hours from translating into a cut in the workforce.

From here to talk about the Its Academy is a short step. Aside from the general extension from 31 March to 30 June, which will allow the new Recovery-funded workshops to be completed, another amendment to the Dl Pnrr allows the Its Foundations to be able to use the workshops also on behalf of third parties, thus strengthening the link with businesses and territories. Clearly in the periods when the facilities are not needed for the training activities of the students during the courses.

A final change in school matters affects the Slovene-speaking schools in Friuli Venezia Giulia, which see their exclusion from the demotion process, i.e. the reduction of headmaster and head secretary posts, extended.
