Wsj, secret talks between Exxon and Rosneft for possible return to Russia
"Secret talks" have reportedly taken place between US oil giant Exxon and Russian group Rosneft over a possible return to Russia. This was revealed by the 'Wall Street Journal', recalling that after the meeting between US President Donald Trump in Alaska and President Vladimir Putin, the two countries could have intensified their business cooperation. "What the two leaders did not say," writes the US business daily, is that "behind closed doors, their countries' biggest energy companies had already sketched out a road map for getting back to business, exploiting the oil and gas fields off Russia's Far East coast. Secret talks with Russia's largest state energy company took place this year and a senior ExxonMobil executive discussed a return to the Sakhalin project if the two governments agreed to a peace process in Ukraine, people familiar with the discussions reported. The issue is so sensitive, writes the 'Wsj', "that only a few people within Exxon were aware of the talks. One of the top executives of the big US oil company, Senior Vice President Neil Chapman, led the talks on behalf of Exxon'. The resumption of business in Russia, the newspaper notes, 'would mark a dramatic rapprochement after Exxon's messy break with Moscow when Putin attacked Ukraine in 2022'. And discussions between Exxon and Rosneft 'about restarting their partnership have intensified since Trump's inauguration in January'. Exxon's Chapman, points out the WSJ, which cites sources close to the dossier, 'met with Rosneft CEO Igor Sechin in the Qatari capital, Doha'. Sechin, the newspaper recalls, 'is a close ally of Putin' and 'is under sanctions' from the US, 'which means that Americans are mostly forbidden to deal with him without a green light from the US Treasury. Sechin likes to meet foreign businessmen and government leaders in Qatar, whose sovereign wealth fund has a stake in Rosneft. Qatar has carved out a role for itself as a neutral mediator in global conflicts'.

Trump: no agreement, I have 'something very serious' in mind
US President Donald Trump has said he has something "very serious" in mind in terms of economic sanctions against Moscow if a peace agreement between Russia and Ukraine is not reached. "I want to see that agreement reached. It is very, very serious what I have in mind if I have to put it in place, but I want an agreement to be reached...We have economic sanctions. I'm talking about economic sanctions because we're not going to get into a world war,' the president told the press, responding to a question about a possible deadline for Russia after the summit in Alaska.

Trump: 'Zelensky is not innocent, we risk economic war'
"I want this war to end. I think in many ways, sometimes Putin is there, sometimes Zelensky is not... you have to have them both at the same table." This was stated by Donald Trump speaking to reporters at the end of the cabinet meeting. The US president warned that the situation is 'very, very serious' and explained that the goal is to avoid a global escalation: 'If I had not won this election, Ukraine could have ended up in a world war. Now it will not happen, but there is a risk of an economic war, which would be devastating, especially for Russia'.
Trump also directed criticism at Ukrainian President Volodymyr Zelensky: 'Zelensky is not exactly innocent, I always say: it takes two to tango'. The president reiterated that the US has changed its strategy towards Kiev: 'Now we are no longer paying money to Ukraine, we are paying money to ourselves. Nato buys all the equipment, but I want to stop this war because thousands of people are dying every week'. Citing data in his possession, Trump added: "Last week alone, 7,012 soldiers died, including Russians and Ukrainians. In the last two weeks more than 12,000. These are young people who leave home, say goodbye to their parents, and a week later are killed in a stupid war."
The president also evoked his relationship with Moscow and his role in the negotiations: 'I had a very good relationship with President Putin, and I believe I am the only one who can solve this crisis. I stopped seven wars, some lasting more than 30 years, and I can stop this one too'. Trump finally described the horror of the fighting: 'I get reports and I see satellite images: heads on one side, arms on the other, bodies everywhere... it's like Gettysburg, but today, in the modern era. We cannot allow it to continue. If I can use sanctions or a very strong tariffs system to stop it, I will. I just want to save lives."

Trump ready for energy deals to convince Putin
Billionaire business as leverage for peace. Donald Trump is also pursuing this avenue to convince Vladimir Putin to reach an agreement for peace in Ukraine. The tycoon has put on the table a series of energy deals and the easing of sanctions on the sidelines of negotiations this month as incentives to encourage the Kremlin to stop the war. Russia has been cut off from most international investment in its key sector precisely because of the sanctions that followed the invasion of Ukraine in February 2022.
The Reuters revealed that the possibility of Exxon Mobil joining the Sakhalin-1 gas-oil project in Russia has been discussed. The possibility of Moscow purchasing US equipment for its LNG projects, such as Arctic Lng 2, currently under Western sanctions, was also raised. Another idea is for the US to buy nuclear-powered icebreakers from Russia. The talks took place during US envoySteve Witkoff's trip to Moscow earlier this month, when he met with Putin and the head of the Russian investment fund Kirill Dmitriev. This was later discussed at the White House with the Tycoon. These agreements were also briefly mentioned at the summit in Alaska on 15 August. So much so that, according to one source, 'the White House really wanted to launch a sensational news story after the summit, announcing a big investment deal'.
'This is how Trump feels he has achieved something,' the same source explained.
On the same day as the Alaska summit, Putin signed a decree that could allow foreign investors, including Exxon Mobil, to regain shares in the Sakhalin-1 project. However, this would be conditional on foreign shareholders taking action to support the removal of Western sanctions against Russia. Exxon left its Russian operations in 2022 after the invasion of Ukraine, suffering a $4.6 billion write-off. Its 30% stake as operator of the Sakhalin-1 project in the Russian Far East was seized by the Kremlin in the same year. The US has also imposed several waves of sanctions on the Arctic Lng 2 project from 2022, cutting off access to icebreakers, which are essential to operate in the region for much of the year. The project is majority owned by Novatek, which last year began working with lobbyists in Washington to try to rebuild relations and get sanctions lifted. Washington also seeks to push Moscow to buy US rather than Chinese technology as part of a broader strategy to isolate Beijing and weaken relations between Moscow and Beijing.
Trump shows the carrot while threatening to use the stick of sanctions if, within a week or two, the peace talks do not make progress. But in the background we still do not see those security guarantees on which Volodymyr Zelensky is calling for acceleration. The tycoon is likely to play a broader game, including nuclear arms control with Russia and China, ahead of the US-Russian New Start expiration in February 2026. Putin is also worried about the Golden Dome, the space shield promised by Trump. But The Donald's ambiguous line does not please even the conservative Wall Street Journal, which attacks him in a scathing editorial, spurring him to 'maximum pressure' on Moscow. "The much-publicized summit in Alaska," the paper writes, "seems to have accomplished nothing except to let Putin avoid further sanctions pressure. Trump now says he needs another two weeks to figure out what to do. And he puts the onus on both sides. 'I'll see whose fault it is,' he said. But the editorial asks: 'How much more obvious can it be that Russia is the obstacle to peace? Putin's intent is to wipe out a relatively free western neighbour, whose existence threatens his vision of a Greater Russia. What is the compromise position for this project? It will not be solved by choosing plots of land to trade'.
"At this point," the headline concludes, "Trump can certainly tell his voters that he tried hard to convince Putin to reach peace. The attempt failed. The next strategy, which has worked for Trump in other parts of the world, is called maximum pressure. The way Trump can end the war is to get Putin to conclude that the costs are too high for him to continue'.

Ukraine launches new Flamingo long-range missile
Ukrainian President Volodymyr Zelensky has announced that domestic mass production of the Flamingo missile should begin between January and February. Images published by the Ukrainian news agency ZN.UA show the test firing of this long-range cruise missile. Equipped with a 1,150-kilogram warhead and a range of over 3,000 kilometres, it represents a major step forward in Ukraine's strike capabilities.
"The tests of this missile have been successful. And so far it is the most successful missile we have: it has a range of 3,000 kilometres, which is important,' Zelensky told the press, adding that 'we won't be able to talk much about it until we can deploy hundreds of missiles. By December we will have more. And by the end of December or between January and February, mass production should begin'.

Merz and De Wever sceptical about the seizure of frozen Russian funds
"I know there are governments that dream of being able to seize those funds. But I think it is fair to say that it is not that simple from a legal point of view'. This was said in Berlin by the Belgian premer, Bart De Wever, during a press conference with the Federal Chancellor, Friedrich Merz, about the frozen Russian funds. The Belgian prime minister emphasised: 'These are Russian central bank funds. Central bank money is legally immune. If you send a signal to the world that a political decision can be taken in Europe to seize state funds, then this will have systemic consequences'. Merz also underlined similar objections: 'I also recognise the impact on the capital market if central bank balances were to be accessed. In this regard, I share the prime minister's concerns, especially since the Belgian state would be responsible for illegal access to this money because of Euroclear's location'. For De Wever the money 'is like a golden goose', and could play a role during the negotiations between Ukraine and Russia. According to the European Commission, it is about EUR 210 billion.

Kiev confirms, Russian troops entered the Dnipropetrovsk region
For the first time, Ukraine has confirmed that the Russian army has entered the Dnipropetrovsk region, the central administrative area so far relatively spared from the fighting. "Yes, they have entered and fighting is going on right now," Viktor Tregubov, spokesman for the Operational-Strategic Group of the Dnipro Forces, told Afp. "Trump's contradiction on Russia. He says Biden didn't let Ukraine fight back. Will he do better?" is the headline of a Wall Street Journal editorial criticising Donald Trump for his line on the Ukrainian conflict, made even more ambiguous by Pentagon vetoes that contradict his public statements. So much so that it prompted the Wsj to ask who is 'first in line for US policy towards Ukraine? Is Trump running the show or is it Vice President J.D. Vance's man in the Pentagon?": a reference to Elbridge Colby, the Pentagon's chief of strategy, who "is also said to have been the architect of the suspension of US arms shipments this summer, which took Trump by surprise". "The much-publicised summit in Alaska," the paper writes, "seems to have led to nothing except to let Putin avoid further sanctions pressure. Trump now claims he needs another two weeks to figure out what to do. He puts the onus on both sides. 'I'll see whose fault it is,' he said. 'We'll see if they meet or not'."

Media,US-Russia discussed several energy agreements
US and Russian officials discussed several energy deals on the sidelines of this month's peace talks in Ukraine. Reuters online writes this, citing five sources familiar with the talks, according to which the agreements are incentives to encourage the Kremlin to accept peace. Officials have discussed the possibility of Exxon Mobil rejoining the Russian Sakhalin-1 oil and gas project, and the possibility of Moscow buying US equipment for its LNG projects, such as the sanctioned Arctic LNG 2, has also been opened up. Another idea is for the US to buy nuclear-powered icebreakers from Moscow.

Ukraine: Tajani, 'strengthen Kiev armed forces and defence industry for robust security measures
The Minister of Foreign Affairs and International Cooperation, Antonio Tajani, had a telephone conversation this evening with the Foreign Ministers of the United States, the United Kingdom, France, Germany, Finland, Poland, Ukraine and the EU High Representative. In the aftermath of Ukrainian Independence Day and the G7 Foreign Ministers' meeting convened for the occasion, a Farnesina note said, US Secretary of State Marco Rubio updated his colleagues on the follow-up to the leaders' meeting in Washington on 18 August and the prospects for peace in Ukraine. Tajani expressed his appreciation for the Secretary of State's initiative, confirming the importance of close coordination between the United States and Europe on the Ukrainian dossier and European security. These issues were also raised in his conversation with the Holy Father this morning, on which the Deputy Prime Minister updated his colleagues. Reiterating the centrality of the transatlantic relationship, the minister confirmed his willingness to contribute to effective negotiations and stressed the importance of ensuring solid and credible security measures for Ukraine, including the strengthening of the Ukrainian Armed Forces and its defence industry. Tajani recalled in this regard the Italian proposal for a collective security mechanism modelled on Article 5 of the NATO founding treaty. In this framework, the minister confirmed Italy's readiness for land and sea demining operations. On the humanitarian front, the incumbent of the Farnesina recalled the importance of the return of Ukrainian children abducted by Russia, which Italy is also working on in cooperation with the Holy See through the International Coalition.
