Ukraine decree, final yes of the Senate: it is law. From arms transfers to the protection of freelancers: the novelties
Ukraine decree supports Kiev emergency with military aid and protection for Ukrainian citizens in Italia
Key points
The green light has also been given in the Senate: the Ukraine decree, without amendments, also passes Palazzo Madama and becomes law. It consists of several measures related to the emergency over the continuing international crisis in Ukraine.
In fact, the Senate chamber approved the confidence requested by the government on the decree that sets out provisions for the extension of the authorisation to transfer means, materials and equipment to the Ukrainian government authorities, for the renewal of residence permits held by Ukrainian citizens, and for the safety of freelance journalists. There were 106 votes in favour, 57 against and two abstentions. Confidence was requested on the text already approved by the Chamber. Thus the final green light was given to the measure that was to be converted into law by 1 March.
Transfer of vehicles and weapons
One of the main changes concerns the extension of the authorisation to transfer military means, materials and equipment to the Ukrainian government authorities. This authorisation - which has been in force for some time and has been extended several times - allows the Italia government to provide military support to Kiev, as an exception to the normal regulations on the export of armaments.
Renewal of residence permits
The decree provides for the automatic renewal, upon request, of residence permits for special protection for Ukrainian citizens in Italy before 24 February 2022. This renewal is extended until 4 March 2027, ensuring continuity of protection status for those who arrived following the Russian invasion of 2022.
The measure aims to offer legal stability to Ukrainian nationals already in the country, allowing them to stay legally and maintain access to rights and services, within a framework of humanitarian protection.
