United Sections to be involved on jumps to DSga role
The Supreme Court intervenes on the promotions of technical-administrative assistants and refers the decision to the First President

The Court of Cassation (Order No. 14559/2026) made it clear that the transition of Ata administrative assistants to the role of Dsga remains one of the most delicate issues in the Italian school system and therefore decided to refer the matter back to the first president so that he could assess whether to refer it to the United Sections.
The affair
The case arose from the request of some school employees who complained about the failure to activate the vertical mobility procedures provided for in the school contract. According to the plaintiffs, the ministry continued to assign higher positions to Ata without initiating stable progression paths towards the profile of director of general and administrative services. At the centre of the case is the so-called 'per saltum' transfer, i.e. the direct transfer from Ata to Dsga without the intermediate level.
The Decision
This has generated different interpretations and numerous disputes over the years. In many institutions, in fact, administrative assistants have been performing higher tasks for a long time, often in the absence of structured professional development paths. The decision to refer the issue to the Joint Sections could now open a new phase of clarification on the rules of vertical mobility and on the prospects for the growth of school administrative staff.
