Autonomy, Veneto in the lead: before the end of the year draft on 9 subjects. And Zaia calls on the South: 'Ask for it'.

The subject of differentiated autonomy is on the upswing: the Veneto governor Luca Zaia extends a hand to the southern regions and suggests they come forward, even saying he is willing to twin with a southern territory to test the law and bring out any inequalities. In the meantime, he hypothesises an agreement for his region by the end of the year, naturally saying he is ready to submit requests for matters. To reject against, in addition to the referendum committee of the oppositions, there are always the five centre-left regions (Tuscany, Emilia Romagna, Puglia and Campania led by the Dem party and Sardinia with M5s traction), which this week should make official the birth of a coordination that will have to draw up a shared and 'unassailable' draft text for the abrogative referendum. But it will be necessary to hurry, given that in about ten days at most the president of Emilia Romagna Stefano Bonaccini will have to resign for the administrative formalities for his installation in the European Parliament on 16 July.

The idea of a twinning with the South launched by Zaia was answered by the president of the Piedmont Region Alberto Cirio (Forza Italia), observing that 'any idea is welcome if it can be good, but in Piedmont we already have a natural twinning with the South, many people from the South already live here, so we do not need to propose a twinning, here there is Italy'. Zaia meanwhile launches a stylistic jab at the five regions opposed to the Calderoli law, explaining that yes, the abrogative referendum 'is a democratic right, but it is necessary to see if what is being asked for is constitutional'. He, who in previous years was one of the 'knights' of autonomy for his Veneto, along with Lombardy and Emilia Romagna, has also made it known that he has already taken a step forward for the 9 non-Lep subjects (i.e. International and EU relations; Foreign trade; Professions; Civil protection; Supplementary and supplementary pensions; Coordination of public finance and the tax system; Savings banks, rural banks, credit companies of a regional character; Land and agricultural credit institutions of a regional character; Organisation of justice of the peace). And in a letter sent to the president of the council Giorgia Meloni, she asked to "add for an initial investigation of the more complex attribution profiles" also the Lep subjects included in the 2018 pre-agreement: Labour Policies, Education, Health, Protection of the Environment and Ecosystem.

The southern regions, in particular those of the centre-right courted by Zaia but also by the front of the 'no' governors, meanwhile remain silent even though Occhiuto and Bardi had raised perplexities about the acceleration that led to the approval of the measure. "It seems more like a flag to be given to a political force than a reform capable of overcoming the gap between the regions of the South and those of the North," the president of Calabria had said, and the governor of Basilicata had stressed the missed opportunity to "further improve the measure.

In the Dem house, meanwhile, they continue to call for a big mobilisation against the law, as recalled by MP Piero De Luca, who from Naples speaks of an 'epochal battle because we must defend the future of our territory'. The road to differentiated autonomy, however, will not be a short one, given that among other things the complex process for determining the Lep, which also means the resources needed to guarantee the minimum and uniform level of services throughout the country, will have to be completed, naturally within the limits of budget availability. Only at the end of this process can the functions be transferred to each individual region.
