Who wins and who loses with the new home bonuses

There is a race to collect the 65% for the installation of a heat pump or hybrid system (heat pump and boiler) by the end of the year. While those who are planning to replace a condensing boiler in their first home can rest assured: the deduction, according to the Budget Bill, will be confirmed at 50% also in 2025. Those who, on the other hand, are doing more important work in condominiums, such as the installation of a thermal coat, must hurry: heavy cuts will be triggered for them too in 2025. Unless the works concern the renovation of the lift: in that case the 75% bonus for the removal of architectural barriers will remain intact.
The draft budget bill, currently being discussed in the Chamber of Deputies, outlines a cut in home bonuses for 2025, which will be weighed down by the new limits on deductions, also planned for next year, from 75,000 euro of income upwards. The cut, however, will not be linear and will not affect all situations in the same way. Analysing the most frequent cases of subsidised renovations with the various discounts available today, it emerges that for some there will be no impact, while in other cases the reductions may be very heavy. It will then be necessary to hurry up and pay and do the work.
In this regard, it should be recalled that the so-called 'cash principle' applies to all such renovations: in other words, in order to freeze the rebate, it is necessary to make the 'talking' transfer before the end of the year. However, the date to be taken into account will be the date on which the payment is ordered and not its material execution by the bank. Let us take a look, then, at who is in a better position to hurry.
Bearing in mind that the bill under parliamentary discussion could change and that, therefore, the numbers are still fluid. Even if the Minister of the Economy, Giancarlo Giorgetti, while opening up to some limited zero balance corrections, reiterated his desire to hold firm to one of the key principles of the manoeuvre: the distinction between first and second homes.
In 2025 the house bonuses, with few exceptions, will all be raised to the single level of 50 per cent. Therefore, the first ones to run will be those who are planning work for which a higher bonus will be available in 2024. For example, heat pumps and hybrid systems, consisting of a heat pump and condensing boiler, can still get 65 per cent until the end of the year.
