With the decree that opens the new Siisl platform for matching job and training supply and demand to the unemployed, uniform rules are set throughout Italy and certain controls are established to make the interaction between citizens and employment centres more efficient. The aim is clear: to make the search for jobs and training courses as easy as possible.
The timing
.Already for a few days, those applying for unemployment benefits (Naspi and Dis-Coll), once accepted and paid, will be registered ex officio on the Siisl platform. From 18 December, then, the platform will be open to all Italian and foreign citizens who, voluntarily, will be able to upload their curriculum vitae and express interest in employment or training. In this way, those who have lost their jobs will have more opportunities to find employment in line with their education and previous professional experience, thanks to the artificial intelligence algorithm, or to train in order to increase their attractiveness, while companies will be able to hire staff to fill vacancies.
The procedure
.To achieve these objectives, a uniform procedure is designed throughout Italy. It is the Inps that transmits to Siisl the contact data of the unemployed to be entered ex officio. Checks are then triggered (the interested party can always change his/her e-mail address and telephone number). From the day after the application for unemployment (Naspi or Dis-Coll) is accepted, the beneficiary, within 15 days, accesses Siisl to fill in the data needed to activate the digital activation pact, to integrate the Cv, and to draw up the personalised service pact (then finalised at the Job Centre). The person concerned may also choose to avail of the assistance of Employment Agencies.
What happens if you don't activate
.If no action is taken, an alert is also sent to the employment centre, which must call the person concerned within 90 days. If the public structures do not do so, the system signals the lack of activity of the Cpi (for the unemployed Naspi and Dis-coll recipients, nothing changes). On the other hand, if the interested party is called and does not present him/herself at the employment centre, without a justified reason, the sanctions already provided for by Legislative Decree 150 of 2015 are triggered: as a general rule, a quarter of a monthly salary is deducted in the case of the first failure to present him/herself; a monthly salary is deducted in the case of the second absence; the benefit and unemployment status are forfeited in the case of further failure to present themselves.
The role of business
.Once you have registered in Siisl and signed the digital activation pact, you can view job offers or training proposals on the platform. As of 18 December, all citizens, including foreigners, will be able to enter their CVs into Siisl and thus consult job or training offers. Companies will be able to upload vacancies in Siisl (if the right candidate is found, the position is closed). Normally a job offer remains visible for two months. Regions and training organisations can publish their training offers, including (non-curricular) traineeships, on Siisl.
