The Chamber of Deputies has approved with 163 votes in favour and 91 against (only one abstained) the Security Bill, in the text identical to the one presented by the Government and not modified by the Commissions. The measure with urgent measures on public safety, protection of personnel in service and victims of usury and on the prison system now passes to the Senate (it must be converted into law by 10 June).
Montecitorio's go-ahead came 48 hours after the House's approval of the government's request for a vote of confidence and after a long phase dedicated to the examination of 150 agendas, mostly presented by the oppositions, and a night session-riot.
The decree-law introduces, through 39 articles, 14 new criminal offences and resumes the same articulation in content as the decree of the same name approved by Montecitorio in September 2024 and forwarded to the Commissions of Palazzo Madama.
After the last speech and before the start of the final vote, Avs, M5S and PD displayed placards with the inscriptions 'Neither free nor safe', 'No stopping the protest', 'Democracy does not bend' and 'Fear Decree'.
Saturday's new event
.The 'No Dl Sicurezza' network, which was set up to protest against the dl then transformed into a decree, which also included the changes requested by the Hill, remains mobilised. A new big demonstration will be held on Saturday 31 May, following Tuesday's demonstration that saw yet more clashes between activists and agents. The Italian Association of Criminal Law Professors, chaired by Gian Luigi Gatta, is promoting a week of initiatives and reflections throughout Italy, with ten events open to students and citizens. The judgement is severe: with the measure 'at least 14 new incriminating cases are introduced and the penalties of at least nine other crimes are made more severe. The conduct subject to criminalisation appears, in almost all cases, expressive of social marginality or forms of manifestation of dissent, with interventions that are for several profiles of dubious compatibility with various constitutional principles, including those of necessary offensiveness, subsidiarity and proportion'.
