Bonus for young people and women, the government estimates 180,000 subsidised hirings
Employers can submit an application to Inps and benefit from the contribution exemption for new permanent or stabilised temporary hires

From the bonuses to companies that benefit from tax relief if they hire young people and women, the government expects to create more than 180,000 permanent employment contracts. The estimate is contained in the European Commission document that approved the EUR 1.1 billion youth and women's employment aid scheme at the end of January. With the publication of the model on the Portal delle Agevolazioni (ex DiResCo) page of the www.inps.it website, it is possible to submit the application.
Different estimates of the audience affected by the bonuses
.In the technical report to the Cohesion Decree (Decree Law 64 of 2025) the number of beneficiaries among young people of the hiring bonus intended for employers who hire is 146,000 under 35, the vast majority of whom reside in the North (131,000), since in the South only 15,000 are estimated. The same technical report estimates the number of women beneficiaries of the incentivised hirings at 100,000, of which 54,900 in the North and 45,100 in the South; among them, the transformations from fixed-term (64,300) to new permanent hirings (35,700) prevail.
For 2025, 458.3 million euro are available for the hiring of young people and 121.7 million euro for the hiring of women. Ansa estimates an audience of 100,000 beneficiaries among young people and women, when fully operational, i.e. from 2026, considering the available dowry divided by the amount of the exemption. The different estimates depend on a series of variables that impact on the size of the incentive, which varies depending on whether the hiring is in the Single Economic Zone of Southern Italy or in the rest of the country, whether it is full-time or part-time. The contribution exemptions, in fact, are also applicable to hirings with a part-time employment relationship (the maximum amount of the incentives must be proportionally reduced).
Contribution exemption of €500 per month for hiring young people (€650 in the ZES)
Recall that the bonus for young people concerns the new open-ended hiring or the transformation from fixed-term to open-ended of persons who have not reached the age of 35 and have never been employed on an open-ended contract with the same or another employer during their entire working life. Private employers are granted total exemption from the payment of social security contributions from 1 September 2024 to 31 December 2025 for a maximum of 24 months, up to a limit of EUR 500 per month.
For companies in the Single Special Economic Zone for the Mezzogiorno (Abruzzo, Molise, Campania, Basilicata, Sicily, Puglia, Calabria and Sardinia), the benefit is increased up to €650 per month per worker for a maximum period of 24 months. In this case, the Bonus is available for permanent hirings and for transformations of employment contracts from fixed-term to open-ended, carried out from 31 January 2025, the date of authorisation of the measure by the European Commission, until 31 December 2025, provided that the application for recognition of the exemption is made before proceeding with the hiring/transformation.
