Marche-Umbria SEZ, what the government's choice between reconversions and investments envisages

Aimed at 'favouring the creation of conditions for the development of new investments in the regions in transition,' the draft bill to extend the Special Economic Zones to Umbria and Marche. The composition of the 'cabina di regia' - reads the measure assessed in the Council of Ministers - 'is integrated by the presidents of the regions. The tasks and activities of the Struttura di missione Zes are then extended to the territory of Marche and Umbria, as well as those of the web portal and the Sportello unico digitale.
The timing
.Within 60 days from the date of entry into force of the law, the Strategic Plan of the single SEZ will be updated, 'in order to identify the sectors to be promoted and those to be strengthened, the priority investments and interventions for the development of Marche and Umbria, including those intended to favour industrial reconversion aimed at energy transition, and the implementation methods'.
Scope of application
Facilities are envisaged in relation to investments in capital goods made between 1 January and 15 November 2025. As of the date of entry into force of the law, the provisions apply 'to projects relating to economic activities or to the establishment of industrial, production, and logistical activities to be carried out within the territories of the Marche and Umbria regions, not subject to certified start-up notifications, or in relation to which the issuance of a permit is not envisaged'. The measure provides that the 'administrations concerned shall provide for the fulfilment of the tasks deriving from the implementation of this law with the human, instrumental and financial resources available under the legislation in force'.
