Simplified and effective LTZs, new law in Veneto

Simpler, more effective and safer circulation in the Limited Traffic Zones for those who are entitled to it and are in possession of the appropriate badge. In the Veneto Region, Regional Law no. 19 of 12 August 2025 was published in the Region's Official Bulletin. This law regulates the new Ztl Network system, which also includes a digital platform intended to revolutionise the management of access to Limited Traffic Zones throughout the region. As things stand at present, circulation in the ZTL zones for holders of a parking card is only guaranteed in their municipality of residence; this is due to the lack of an exchange of information in this regard between the municipalities, a situation which, in fact, obliges those entitled to do so to provide prior notification.

The Veneto Regional Council unanimously approved the motion: first signatory, and co-rapporteur for the Chamber, Council Vice-President Enoch Soranzo (FdI). Co-rapporteur was Dem councillor Anna Maria Bigon.

The objective is clear: to guarantee the free movement of authorised vehicles - from people with disabilities to dedicated passenger transport vehicles, taxis and NCCs. A regional digital platform will support the new regulations. The measure also involves the non-scheduled public transport categories: taxis and NCCs (hire cars with drivers) will be included in the system and will be able to actively participate in the Permanent Technical Table, the body that will monitor and develop the 'ZTL Network' project. A central aspect of this law is that it also incorporates the amendments proposed by Confartigianato Veneto together with Cna Veneto and other trade associations that have worked to ensure uniform regulations not only for people with disabilities, but also for the many people transport operators - an essential sector for urban and tourist mobility in the region.

What changes

Until now, data on LTZ permits remained confined to the individual municipality where they were issued, forcing, for example, disabled citizens in possession of a Blue Pass to notify manually (by fax, e-mail, phone call) their entry into a restricted traffic zone in another municipality. In the absence of this prior notification, citizens risked fines and appeals, with inconvenience and waste of resources for both families and the public administration.

With the Ztl Network all participating municipalities will be able to communicate in real time, sharing information related to authorised number plates. The result will be automatic recognition of vehicles with Blue Passes for people with disabilities, and at the same time uniformity of rules and procedures for taxis, NCCs and authorised passenger transport vehicles. A drastic reduction in penalties and appeals is expected.
