School, new contract signed: EUR 143 increase for teachers

Calculated as at 30 June 2026, the estimated amounts range from about EUR 815 to about EUR 1,250.

"As Aran president, I am very satisfied with this rapid conclusion of the economic part of a very complex contract, which regards approximately one third of all Italian public employees," said Aran president Antonio Naddeo. "For the first time in the history of public collective bargaining, the Education and Research sector is the first contract to be signed.

It is a result that measures the quality of the constructive dialogue established with all the trade unions, which signed unanimously. The backlog of past years is being made up, and it is being done with continuity, speed and consensus'.

Also satisfied was the Minister of Public Administration Paolo Zangrillo, who spoke of a 'goal achieved'.

With the signing of the Ccnl 2025/27, this marks the third contractual renewal in two and a half years, as the Minister of Education and Merit, Giuseppe Valditara, recalled.

A record for the sector and probably for the entire public administration. "We have definitely left behind the season of blockades and contractual delays. Our priority is to increasingly improve the pay and welfare conditions of school staff," said Valditara.

Suming the increases of the three consecutive contracts - 2019-2021, 2022-2024 and 2025-2027 - the sector registers unprecedented structural increases: EUR 395 for 13 months' salary as the sector average and EUR 412 for 13 months' salary for teaching staff, and EUR 304 gross for Ata.

A significant result in the light also of the latest OECD Education at a glance 2025 report that, last September, speaking of primary school teachers, had recalled, rather mercilessly, how since 2015, their average salaries had increased in real terms by 14.6 per cent on average in all OECD countries. By 2024, they had fallen by 4.4 per cent in Italia.

Going into more detail, for this contractual round, 1.1 billion is available in 2025, 2.2 in 2026, and 3.3 from 2027. Resources that guarantee a pay increase of about 6 per cent, considering that almost all the sums available (96 per cent) have been earmarked for the revaluation of the fixed items of the tabular salary.

For the school sector, all this translates into an average increase in the tabular part of the salary of a little more than 130 euros per month on average (gross employee), from which the contractual holiday allowance already paid in the envelope as of April 2025 (20/30 euros per month depending on seniority) must be deducted. As far as ancillary items are concerned, the teachers' professional remuneration is increased by EUR 5.30 with 0 to 14 years of service, by EUR 6.60 from 15 to 27 years, and by EUR 8.30 with more than 27 years of service.

For Ata there is also a 'one-off' of EUR 110 from the savings (EUR 36.9 million) for the postponement of the new professional regulations to September 2027. These resources will arrive in January 2027.

For the hypothesis of the agreement, the procedure provided for by the regulations will now begin: verification of financial compatibility by the competent administrations, governmental steps and certification by the Court of Auditors. Only at the end of this procedure can the contract be definitively signed and take legal effect.

In the meantime, Aran will soon convene the negotiating table to continue, without interruption, the negotiations on the regulatory part of the Ccnl 2025-2027: labour relations, employment relations, agile work, contractual welfare and all the other institutes that complete the regulatory framework of the sector. In addition, the legal protection of staff who are victims of aggression in the workplace will be regulated.
