Below are ten questions and answers to help you understand what is changing, bearing in mind that the text of the Budget Bill may be amended during its passage through Parliament.
What are the Defence Reserve Forces?
The “Defence Reserve Forces” constitute a pool of trained personnel who can be deployed at short notice to meet the Armed Forces’ requirements for support and integration, and to ensure that defence capabilities are maintained at the required level.
How are they funded?
The voluntary reserve is financed by a fund, which is established under the budget, with an allocation of 26.4 million euros for 2027, 423.2 for 2028, 434.9 for 2029, 299.1 for 2030, 242 for 2031 and 218.2 million euros annually from 2032 onwards. The Fund is supplemented, for the enhancement of defence operational services, by €206 million for each of the years 2027 and 2028 and by €171 million annually from 2029 onwards.
The auxiliary carabiniere from the volunteer reserve is on his way. What are his characteristics?
The measure introduces the role of auxiliary carabiniere in the voluntary reserve into the Military Code (Legislative Decree No. 66 of 2010). The Budget Bill authorises the deployment of a contingent of 600 personnel in 2027 and 1,000 personnel per year from 2028 onwards. Together with auxiliary Carabinieri cadets in the voluntary reserve, they are classified as enlisted personnel. In particular, a number of places are set aside in competitive examinations for entry into the initial career paths of the Carabinieri Corps for auxiliary Carabinieri in the voluntary reserve, whether on active service or on leave, aged 32 or under, who have completed, without demerit, at least 12 months’ service.
