Bringing Inps services to all municipalities. The opening and promotion of Evolved User Points (PUE) and Customer Service Points (PCS), i.e. telematic INPS counters and virtual counters for access to services assisted by the presence of a municipal official, is now underway in Italian municipalities, especially in inland areas and smaller islands.
There are 4,500 municipalities without Inps desks
.The initiative is made possible by the collaboration between Anci and Inps, envisaged in the memorandum of understanding signed in Rome by presidents Gaetano Manfredi and Gabriele Fava. It is worth remembering that the National Social Security Institute provides welfare to about 52 million users through 470 social welfare and social security benefits for workers, the unemployed, pensioners, and families. However, there are more than 4,500 Italian municipalities that do not have an INPS office nearby, a lack that pushes millions of citizens to move to obtain assistance.
The project, which is becoming a national reality, has already been tested in 23 municipalities in 7 regions. Anci and Inps will identify further initiatives to improve accessibility to Inps benefits; in particular, Anci will support Inps in collecting feedback and analysing the experience of municipal authorities that have activated the PUE or PCS.
Social inclusion project strengthened
The collaboration between Anci and Inps is destined to continue as they will promote communication and information activities for users on the importance and benefits of using PUEs and PCSs, also in relation to the project 'INPS in rete per l'inclusione' (INPS in the network for inclusion), which is the result of the Framework Agreement of collaboration between Inps, Anci, Caritas italiana, Comunità di Sant'Egidio and Croce Rossa Italiana, signed on 27 March 2025. The project arose from the desire to foster social inclusion and promote the fight against poverty.
The project arose from the desire to make access to the social security and welfare benefits provided by the Institute easier, with a particular focus on that segment of the population living in conditions of severe social, economic, employment and housing hardship, with the aim of fostering social integration by removing the obstacles that prevent access to social security and welfare benefits.
