Italy's public administrations, already busy on several fronts ranging from the closure of the National Recovery and Resilience Plan projects and the 2021-2027 structural funds to the new challenges of the NIS2 (Network and Information Security Directive 2), are now also confronted with the adoptionof artificial intelligence. A leap that requires vision, expertise and solid governance.

The Tuscany Region's strategies

The Region of Tuscany started a structured process some time ago, valorising:

1) the competence centre in Big Data and Ai, with all Tuscan universities;

2) synergies with other regions, national agencies and the Department for Digital Transformation;

3) a new regulatory framework of governance with Regional Law 57/2024 on digital innovation.

This approach allows the region to preside over key sectors such as Ia and cybersecurity, providing implementation guidelines for the territory and innovative tools such as the regulatory sandboxes envisaged by the new EU directive on artificial intelligence.

On the operational level, public conversational services and internal services based on generative Ia have already been developed, concretely testing its potential to improve dialogue between the public administration, citizens and employees.

The Reg4Ia project

Tuscany is an active participant in the Reg4Ia national project, financed by the Digital Transformation department, which involves all the regions, and in particularTuscany, Emilia-Romagna, Friuli Venezia Giulia and Sardinia engaged in the use of generative Ia for the safety of construction sites and resilience to climate change.

Open challenges include:

(a) the definition of policy for internal use;

b) the choice of application areas with high added value (no 'Ia for Ia'),

c) the adoption of architectures that are as open and sustainable as possible;

d) the management ofrisks (hallucinations, polarisations, lock-in).

The Ia, for Tuscany, goes beyond technological fashion and becomes a strategic lever for a public administration that is fairer, smarter and closer to the territory, including numerous moments of open and public discussion with local authorities and the business world.
