The anti-fraud Isee is launched. From schools to universities: no more need to present it

The automatic Isee comes into force. With the publication in the Official Gazette of the Pnrr decree, which must be converted into law in Parliament, the novelty on the indicator of the equivalent economic situation has begun. From now on, in fact, it will no longer be up to citizens to deliver them to public administrations to obtain social benefits.

Article 6(1) of the decree makes this clear. It reads: 'Schools, universities, municipalities, and other public administrations responsible for granting subsidised social benefits will acquire ex officio from the National Social Security Institute (INPS)' the Isee data. They will do so through the National Digital Data Platform (Pdnd).

In practice, citizens will no longer be required to submit the indicator calculated independently or with the help of Cafes: once they have obtained the certificate after submitting the Dichiarazione sostitutiva unica (Dsu) the Isee will no longer have to be transmitted, because the PA will be required to acquire it independently.

There are many social benefits in question. There are, for example, the Single Universal Allowance for children and social bonuses for electricity, gas and water and benefits to support disability and poverty. But there is also the exemption - total or partial - from school and university fees, scholarships or subsidised rates for canteens and school transport. And that's not all: there are also rent bonuses, reductions in municipal taxes (such as the Tari), as well as contributions for crèches and educational services.

Among the objectives, made explicit in the illustrative report of the decree on the NRP, is that of 'making control activities more cogent and effective in order to prevent people from obtaining benefits to which they are not entitled'. In 2025, out of about eleven million declarations, there were about 1.7 million 'unfaithful' ones.
